【摘要】：一般性制造業(yè)外遷是京津冀協(xié)同發(fā)展中北京非首都功能疏解的重要任務。多數(shù)對產(chǎn)業(yè)轉(zhuǎn)移的研究忽視了從作為微觀單元的企業(yè)視角來分析產(chǎn)業(yè)轉(zhuǎn)移的過程,因此其分析方法和所得結(jié)論并不能為企業(yè)直接運用。新制度經(jīng)濟學將制度作為影響企業(yè)經(jīng)濟行為的內(nèi)生變量,采用新古典經(jīng)濟學框架對制度影響進行研究。文章以此為理論指導,采用成本效益分析方法,以一個從北京向河北轉(zhuǎn)移的企業(yè)為案例,分析其轉(zhuǎn)移前后在不同區(qū)位的費用效益,以及制度對企業(yè)費用效益的影響。研究表明:①將地方性制度因素納入到新古典經(jīng)濟學的財會分析框架是可行的;②醫(yī)藥監(jiān)管領域的制度創(chuàng)新在實現(xiàn)北京環(huán)境治理目標的同時保證了外遷企業(yè)的經(jīng)濟利潤,有效推動了非首都功能疏解的進程。
[Abstract]:The general outward relocation of manufacturing industry is an important task for Beijing, Tianjin and Hebei to solve the non-capital functions in the coordinated development of Beijing, Tianjin and Hebei. Most of the researches on industrial transfer ignore the analysis of the process of industrial transfer from the perspective of the enterprise as a micro unit, so its analytical methods and conclusions can not be directly used by enterprises. The new institutional economics regards institution as the endogenous variable that affects the economic behavior of enterprises, and studies the institutional influence by using the framework of neoclassical economics. Under the guidance of this theory, this paper uses the method of cost-benefit analysis, taking an enterprise transferred from Beijing to Hebei as a case, to analyze the cost benefit in different locations before and after the transfer, and the influence of the system on the cost benefit of the enterprise. The research shows that it is feasible to bring the local institutional factors into the financial accounting analysis framework of neoclassical economics. The institutional innovation in the field of pharmaceutical supervision not only achieves the goal of environmental governance in Beijing, but also ensures the economic profits of the emigrated enterprises. Effectively promoted the non-capital function of the process of dredging.
