【摘要】：文章應用基尼系數(shù)、極差等指標和空間動態(tài)面板數(shù)據模型檢驗了2006年頒布并實施的新義務教育法對義務教育均衡發(fā)展的實施效果。結果表明:新修訂的義務教育法實施近10年后,省際間生均經費差異不具有收斂性,生均經費差異仍在不斷擴大。差異不斷擴大的趨勢說明關于義務教育的法規(guī)、制度和政策的制定缺乏一定的科學依據和有效性。改善不合理的分配制度,實行義務教育經費的精準量化研究,是解決教育分配不合理的基本出路。
[Abstract]:This paper applies Gini coefficient, extreme error and spatial dynamic panel data model to test the effect of the new compulsory education law issued and implemented in 2006 on the balanced development of compulsory education. The results show that after the implementation of the newly revised compulsory education law in recent 10 years, there is no convergence in the inter-provincial student average expenditure difference, and the average student expenditure difference is still expanding. The widening trend of differences shows that there is a lack of scientific basis and effectiveness in the formulation of regulations, systems and policies on compulsory education. It is the basic way to solve the unreasonable distribution of education to improve the unreasonable distribution system and to carry out the accurate and quantitative study on the funds of compulsory education.
