【摘要】：德惠市位于吉林省中北部,南距長春70余公里,像東北三省的其它許多城市一樣,德惠的開發(fā)建設與近代工業(yè)的興起是和中東鐵路的鋪設與開通是息息相關的。1898年5月,沙俄依據(jù)《中俄御敵互助援助條約》,確定以哈爾濱為中心,東西南三線同時修筑中東鐵路,1903年,全長2500多公里的中東鐵路全線開通。在這一時期,沙俄“以防護鐵路所必須之地”為借口,占領了鐵路沿線的大量土地,修筑站房,兵營,工廠,辦公樓,倉庫,教堂,學校等建筑。與此同時,德惠拉開了近代工業(yè)發(fā)展的大幕。此后德惠經過百余年的發(fā)展,在城市發(fā)展的各個階段產生了許多著名的工業(yè)企業(yè),給今天的德惠留下了一批寶貴的工業(yè)遺存歷史文化資源。工業(yè)遺產承載著德惠城市的工業(yè)文明,記錄了德惠工業(yè)發(fā)展的歷程,是閱讀城市的重要物質依托,是當代文明不可或缺的文化記憶。工業(yè)遺產保護是文化遺產保護的重要組成部分,德惠市工業(yè)遺產保護工作還處于初級階段。今天的德惠正處在戰(zhàn)略性的產業(yè)結構優(yōu)化調整和城市功能重新定位發(fā)展的新階段,大量的工業(yè)企業(yè)面臨產業(yè)更新與功能置換,大量工廠企業(yè)“關、停、并、轉”,眾多設備和廠房逐漸閑置廢棄或夷為平地,許多具有珍貴價值的工業(yè)遺存正面臨著不可逆轉的拆毀和破壞。面對嚴峻的形勢,我們急需摸清德惠市工業(yè)遺產資源家底、研究認定有價值的工業(yè)遺產名錄、制定適宜的保護利用對策。本文首先介紹了相關的研究背景,借鑒分析了國內外保護利用經驗,回顧梳理了德惠近現(xiàn)代工業(yè)發(fā)展歷程;在對德惠市區(qū)范圍內的工業(yè)遺存資源進行全面調查的基礎上,制定出德惠市工業(yè)遺產保護名錄,提出了對工業(yè)遺產保護的要求與建議;從價值區(qū)別分級保護、遺存分類保護等方面對德惠工業(yè)遺產的保護對策進行了初步的探討;最后以德惠重要的工業(yè)遺存德惠大曲酒廠為例,研究探討德惠市工業(yè)遺產保護與利用的有效機制。
[Abstract]:Dehui is located in north-central Jilin Province, more than 70 kilometers south of Changchun. Like many other cities in the three northeastern provinces, the development and construction of Dehui is closely related to the rise of modern industry and the laying and opening of the Middle East railway. In accordance with the Treaty on Mutual Assistance and Mutual Assistance between China and Russia, Russia decided to build the Middle East Railway at the same time with Harbin as the center and the East-South third Route. In 1903, the entire Middle East Railway, with a length of more than 2500 kilometers, was opened. In this period, under the pretext of protecting the railway, Czarist Russia occupied a large number of land along the railway line, built stations, barracks, factories, office buildings, warehouses, churches, schools and other buildings. At the same time, Dehui opened the curtain of modern industrial development. After more than a hundred years of development, Dehui produced many famous industrial enterprises in each stage of urban development, leaving a number of valuable historical and cultural resources for today's Dehui. Industrial heritage bears the industrial civilization of Dehui city, records the course of Dehui's industrial development, is the important material support of reading city, and is the indispensable cultural memory of contemporary civilization. Industrial heritage protection is an important part of cultural heritage protection. Today, Dehui is in a new stage of strategic industrial structure optimization and adjustment and urban function re-orientation and development. A large number of industrial enterprises are facing industrial renewal and functional replacement, and a large number of factory enterprises are "closed, stopped, and turned around." A large number of equipment and factories are gradually idle and abandoned or razed to the ground, and many valuable industrial remains are facing irreversible demolition and destruction. Facing the severe situation, we urgently need to find out the family background of the industrial heritage resources in Dehui City, study and identify the valuable industrial heritage list, and formulate appropriate protection and utilization countermeasures. This paper first introduces the relevant research background, analyzes the protection and utilization experience at home and abroad, reviews the industrial development of Dehui in modern times, and makes a comprehensive investigation of the industrial remains in Dehui urban area. This paper makes out the list of industrial heritage protection in Dehui city, puts forward the requirements and suggestions for the protection of industrial heritage, discusses the protection countermeasures of the industrial heritage of Dehui from the aspects of value differentiation and classification protection, etc. Finally, taking the important industrial relic of Dehui Daqu Liquor Factory as an example, the effective mechanism of the protection and utilization of Dehui's industrial heritage is studied.
