【摘要】：為完善支持霧霾防治類中小企業(yè)技術(shù)創(chuàng)新政策,有效防治霧霾污染,將我國支持霧霾防治類中小企業(yè)技術(shù)創(chuàng)新政策體系分為財政、稅收、金融、技術(shù)、人才和公共服務(wù)幾個部分,探討支持霧霾防治類中小企業(yè)技術(shù)創(chuàng)新政策的積極作用,分析這類政策目前存在的財政支持不足、稅收政策不完善、金融扶持政策缺乏針對性、技術(shù)政策落實不到位、人才激勵政策有缺陷、國際合作技術(shù)創(chuàng)新政策缺位等問題,并針對這些問題給出相應(yīng)的解決方案。
[Abstract]:In order to improve the technical innovation policy of supporting haze to prevent small and medium-sized enterprises and effectively prevent haze pollution, the policy system of supporting haze prevention and control technology innovation in China is divided into finance, tax, finance and technology. This paper discusses the positive role of the technical innovation policy of supporting haze to prevent and cure small and medium-sized enterprises, analyzes the insufficient financial support, the imperfect tax policy and the lack of pertinence of the financial support policy. The implementation of technology policy is not in place, the talent incentive policy is defective, the international cooperation technology innovation policy is absent, and the corresponding solutions are given.
