【摘要】：胥吏政治是中國(guó)古代社會(huì)中相當(dāng)獨(dú)特的政治現(xiàn)象。作為具有專業(yè)技術(shù)的行政人員,胥吏在古代中國(guó)行政事務(wù)中的作用不可或缺,然而,這一群體的政治、經(jīng)濟(jì)、社會(huì)地位均在不斷下降,這構(gòu)成了一個(gè)內(nèi)在悖論。從政治經(jīng)濟(jì)學(xué)的廣義效用視角來(lái)看,胥吏的預(yù)期效用由收入、職位和名譽(yù)組成,由于古代中國(guó)的社會(huì)復(fù)雜化和行政繁瑣化,同時(shí)國(guó)家財(cái)政能力并未相應(yīng)增長(zhǎng),導(dǎo)致國(guó)家無(wú)法支付胥吏的信息租金,甚至無(wú)法支付胥吏的基本生活費(fèi)用,而社會(huì)階層的動(dòng)態(tài)隔離演化,使胥吏群體的職位前景與社會(huì)聲譽(yù)交替下降,胥吏無(wú)法通過(guò)正常途徑獲得滿足,只能通過(guò)各種替代性方式謀求體制外的補(bǔ)償,導(dǎo)致腐敗的廣泛化,胥吏政治遂發(fā)展成難以治理的痼疾。
[Abstract]:Petty official politics is a very unique political phenomenon in ancient Chinese society. As an administrator with professional skills, petty officials played an indispensable role in the administrative affairs of ancient China. However, the political, economic and social status of this group was declining, which constituted an inherent paradox. From the broad utility perspective of political economy, the expected utility of petty officials is composed of income, position and reputation. Because of the complexity and administrative complexity of ancient China, the national financial capacity has not increased correspondingly. As a result, the state could not pay the information rent of petty officials, or even the basic living expenses of petty officials, and the dynamic segregation and evolution of social strata resulted in a decline in the position prospects of petty officials and the social reputation alternately. The petty officials could not be satisfied through the normal way, but could only seek compensation outside the system through various alternative ways, which led to the widespread corruption, and the petty officials' politics developed into a chronic disease which was difficult to govern.
