【摘要】：在監(jiān)督制度層面上,漢朝一方面繼承秦朝傳統(tǒng),另一方面繼續(xù)發(fā)展完善,最終形成了自上而下的御史(刺史)巡視制度和自下而上的上計制度,可謂雙管齊下。這兩種制度,一方面對漢代的地方政治、經(jīng)濟(jì)、社會等方面都發(fā)揮過積極效用,有效維護(hù)了中央集權(quán),促進(jìn)了國家進(jìn)步;但另一方面,由于制度本身的局限性,加之中央朝廷走向昏暗、吏治敗壞等因素,最終都隨之崩塌。
[Abstract]:At the level of supervision system, on the one hand, the Han Dynasty inherited the tradition of Qin Dynasty, on the other hand, it continued to develop and perfect, and finally formed the top-down imperial history (thorn history) inspection system and bottom-up planning system, which can be described as a two-pronged approach. These two systems, on the one hand, have played a positive role in local politics, economy, and society in the Han Dynasty, effectively maintaining centralization and promoting national progress; on the other hand, due to the limitations of the system itself, In addition, the central court toward dark, corruption and other factors, eventually collapsed.
