【摘要】：1914年爆發(fā)了一場(chǎng)戰(zhàn)爭(zhēng),而1814年建立了一種秩序。1914年并不是政治家們?cè)噲D建立或孕育一種新的世界秩序的年份,他們甚至沒有注意到這一任務(wù);它反而是一個(gè)廣為接受的秩序四分五裂的年份。眾所周知,當(dāng)今世界最需要的就是重塑并強(qiáng)化1989—1991年關(guān)于冷戰(zhàn)的局部協(xié)定以在戰(zhàn)爭(zhēng)爆發(fā)之前在主要國家間形成一種新的平衡,而不是坐等危機(jī)、沖突及后果。出于這一原因,1814年比1914年或1919年更具指導(dǎo)性。本文總結(jié)了維也納體系和一戰(zhàn)后的歐洲協(xié)調(diào)對(duì)當(dāng)今世界的現(xiàn)實(shí)意義,并在此基礎(chǔ)上對(duì)全球化背景下的世界秩序作出了展望。
[Abstract]:A war broke out in 1914 and an order was established in 1814. 1914 was not the year when politicians tried to establish or breed a new world order, and they did not even notice the task; Instead, it was a year of widely accepted fragmentation of order. As we all know, what the world needs most is to reshape and strengthen the 1989-1991 partial agreement on the Cold War in order to create a new balance between the major countries before the outbreak of war, rather than waiting for crises, conflicts and consequences. For this reason, 1814 was more instructive than 1914 or 1919. This paper summarizes the practical significance of the Vienna system and post-World War I European coordination to the present world, and on this basis makes a prospect of the world order under the background of globalization.
