陜西省社會保障水平的適度性問題研究

【摘要】：社會保障制度是世界上絕大多數(shù)國家都在實(shí)施的一項(xiàng)積極的社會政策，它在保證一國或地區(qū)的社會穩(wěn)定和促進(jìn)社會經(jīng)濟(jì)健康發(fā)展等方面發(fā)揮了極其重要的作用。社會保障水平作為社會保障制度的一個(gè)關(guān)鍵性因素，其是否適度將會對經(jīng)濟(jì)和社會的發(fā)展產(chǎn)生重大的影響。 目前國際國內(nèi)對社會保障水平的適度性進(jìn)行研究的比較多，但對陜西省社會保障水平及其適度性的全面性研究較少。針對這一情況，本文選擇對陜西省社會保障水平的現(xiàn)狀及適度性進(jìn)行了實(shí)證研究。本文共分為五個(gè)部分： 第一部分為緒論，主要內(nèi)容為論文的研究背景與意義、國內(nèi)外研究理論比較、研究的具體思路、研究的具體內(nèi)容、研究的具體方法等； 第二部分為社會保障水平相關(guān)理論分析，主要包括社會保障相關(guān)概念的界定與辨析，社會保障適度性的相關(guān)理論等內(nèi)容； 第三部分對陜西省社會保障的現(xiàn)狀及存在的問題進(jìn)行分析，主要從陜西省社會保障支出的總體與具體項(xiàng)目兩個(gè)方面進(jìn)行分析，同時(shí)，，對陜西省和廣東省分別作為西部地區(qū)和東部地區(qū)的典型代表，對社會保障相關(guān)數(shù)據(jù)進(jìn)行分析，并在此基礎(chǔ)上指出陜西省社會保障存在的問題； 第四部分為對策建議，主要從根據(jù)陜西省經(jīng)濟(jì)發(fā)展情況合理確定社會保障適度水平、陜西省社會保障的籌資渠道、財(cái)政對社會保障事業(yè)的支持力度、社會保障支出的監(jiān)督機(jī)制的建設(shè)以及社會保障預(yù)警系統(tǒng)等方面提出建議； 第五部分為結(jié)論。 本文研究發(fā)現(xiàn)，陜西省社會保障支出的絕對數(shù)量在不斷上升，但陜西省社會保障總體水平仍處于較低的層次，并且陜西省的社會保障實(shí)際水平與適度水平的下限存在著一定的差距。針對陜西省社會保障水平的實(shí)際情況，確定一個(gè)適度的社會保障水平，促進(jìn)陜西省社會保障制度的不斷完善和發(fā)展。
[Abstract]:The social security system is an active social policy implemented by most countries in the world. It plays an extremely important role in ensuring the social stability of a country or region and promoting the healthy development of social economy. As a key factor of social security system, whether the level of social security is moderate or not will have a great impact on the development of economy and society. At present, there are many researches on the appropriateness of social security level at home and abroad, but there are few comprehensive studies on the social security level and its appropriateness in Shaanxi Province. In view of this situation, this article chooses to carry on the empirical research to the present situation and the appropriateness of the social security level in Shaanxi Province. This paper is divided into five parts: the first part is the introduction, the main content is the research background and significance, the domestic and foreign research theory comparison, the research concrete thought, the research concrete content, the research concrete method and so on; The second part is the theoretical analysis of the level of social security, including the definition and analysis of the relevant concepts of social security, the relevant theory of social security moderation, and so on. The third part analyzes the current situation and existing problems of social security in Shaanxi Province, mainly from the two aspects of the overall and specific items of social security expenditure in Shaanxi Province, at the same time, This paper analyzes the relevant data of social security in Shaanxi Province and Guangdong Province as a typical representative of western and eastern regions, and points out the existing problems of social security in Shaanxi Province. The fourth part is the countermeasures and suggestions, mainly from the rational determination of the appropriate level of social security according to the economic development of Shaanxi Province, the financing channels of social security in Shaanxi Province, and the financial support for the social security undertaking. The construction of supervision mechanism of social security expenditure and the early warning system of social security are put forward. The fifth part is the conclusion. This paper finds that the absolute amount of social security expenditure in Shaanxi Province is rising, but the overall level of social security in Shaanxi Province is still at a low level. And there is a certain gap between the actual level of social security and the lower limit of appropriate level in Shaanxi Province. In view of the actual situation of the social security level in Shaanxi Province, a moderate social security level is determined to promote the continuous improvement and development of the social security system in Shaanxi Province.
