【摘要】：人口老齡化是當(dāng)今甘肅面臨的重大課題。伴隨著老齡化時代的到來,城市養(yǎng)老問題已經(jīng)成為甘肅省黨和政府以及社會、家庭、個人十分關(guān)注的問題。城市養(yǎng)老尤其是社區(qū)養(yǎng)老已經(jīng)成為了政府、社會、個人、學(xué)界熱議的話題。本研究以甘肅城市社區(qū)養(yǎng)老的歷史與現(xiàn)實研究入手,進(jìn)行了考察分析,對甘肅城市社區(qū)養(yǎng)老的經(jīng)驗：健全的社區(qū)養(yǎng)老服務(wù)政策和法律體系；參與社區(qū)養(yǎng)老服務(wù)主體的多元化；完善的社區(qū)養(yǎng)老服務(wù)體系進(jìn)行了總結(jié),指出了現(xiàn)實中存在的問題如：政府支持作用力度不夠,社區(qū)養(yǎng)老服務(wù)資金不足；社區(qū)養(yǎng)老服務(wù)基礎(chǔ)設(shè)施建設(shè)薄弱；社區(qū)養(yǎng)老服務(wù)機(jī)構(gòu)建設(shè)不健全；社區(qū)服務(wù)養(yǎng)老工作人員專業(yè)化水平偏低,尤其是老年人精神心理關(guān)懷不足等,在此基礎(chǔ)上,依據(jù)國家“十二五”社區(qū)發(fā)展、“十二五”社會保障事業(yè)發(fā)展規(guī)劃、“十二五”老齡事業(yè)發(fā)展規(guī)劃,依據(jù)甘肅省“十二五”社區(qū)發(fā)展、“十二五”社會保障事業(yè)發(fā)展規(guī)劃、“十二五”老齡事業(yè)發(fā)展規(guī)劃,對今后甘肅省城市社區(qū)養(yǎng)老事業(yè)發(fā)展提出了若干政策建議。下一步甘肅城市社區(qū)養(yǎng)老進(jìn)一步發(fā)展需要做好如下幾個方面工作：加強(qiáng)黨的領(lǐng)導(dǎo),強(qiáng)化政府養(yǎng)老服務(wù)職能；加強(qiáng)和創(chuàng)新城市社區(qū)建設(shè),拓展社區(qū)養(yǎng)老服務(wù)內(nèi)涵；動員社會組織充分參與養(yǎng)老事業(yè)；健全完善養(yǎng)老事業(yè)健康發(fā)展的體制機(jī)制。
[Abstract]:Population aging is a major task facing Gansu. With the coming of the aging age, the problem of urban old-age support has become an issue of great concern to the Party and government of Gansu Province, as well as to the society, family and individuals. Urban pension, especially community pension, has become a hot topic in government, society, individual and academic circles. This research starts with the historical and realistic research of the urban community pension in Gansu province, and analyzes the experience of the urban community old-age care in Gansu province: sound community pension service policy and legal system, participation in the diversification of community pension service subjects; This paper summarizes the perfect community pension service system, and points out the problems in reality such as: insufficient government support, insufficient funds for community pension service, weak infrastructure construction of community pension service; The construction of community pension service institutions is not perfect; The professional level of community service and old-age workers is on the low side, especially the mental and psychological care of the elderly. On this basis, according to the national 12th Five-Year Plan for Community Development and the 12th Five-Year Plan for Social Security, The twelfth five-year plan for the development of the cause of ageing is based on the 12th Five-Year Plan for Community Development in Gansu Province, the 12th Five-Year Plan for the Development of Social Security undertakings, and the Twelfth Five-Year Plan for the Development of Aging undertakings. Some policy suggestions are put forward for the future development of urban community pension in Gansu province. In the next step, the further development of urban community pension in Gansu needs to do well in the following aspects: strengthening the leadership of the Party, strengthening the function of the government for the aged, strengthening and innovating the urban community construction, expanding the connotation of the community pension service; We will mobilize social organizations to participate fully in pension undertakings and improve the institutional mechanism for the healthy development of pension services.
