【摘要】：歐債危機(jī)以來,德國(guó)在歐盟的領(lǐng)導(dǎo)地位突顯。以2016年版《德國(guó)國(guó)防白皮書》的發(fā)表為標(biāo)志,德國(guó)將推行更積極的外交政策,在國(guó)際安全事務(wù)中發(fā)揮大國(guó)作用。德國(guó)安全戰(zhàn)略的指導(dǎo)理念是"來自中間的領(lǐng)導(dǎo)",即從中等實(shí)力地位和歐洲中心的地緣位置出發(fā),通過合作的方式發(fā)揮影響力。然而德國(guó)外交在實(shí)力和地緣上的雙重困境制約了其大國(guó)作用的發(fā)揮,鑒于目前歐洲陷入多重危機(jī),"特朗普沖擊"引發(fā)歐美關(guān)系和美俄關(guān)系新一輪調(diào)整,在此背景下,德國(guó)是否能夠如愿帶領(lǐng)歐盟走出危機(jī)具有很大的不確定性。
[Abstract]:Since the European debt crisis, Germany's leadership in the European Union has been highlighted. With the publication of the 2016 edition of the White Paper on German Defense, Germany will pursue a more active foreign policy. The guiding principle of Germany's security strategy is "leadership from the middle", which is based on the position of medium power and the geographical position of the European center. Exerting influence through cooperation. However, the dual dilemma of German diplomacy in terms of strength and geography has restricted its role as a major power. Given the number of crises in Europe, and the "Trump shock" that has triggered a new round of adjustment in relations between the US and the United States, there is much uncertainty about whether Germany will be able to lead the EU out of the crisis as it wishes.
