【摘要】：21世紀(jì),人類社會(huì)己進(jìn)入嶄新的信息化時(shí)代。信息技術(shù)正以前所未有的速度,改變著社會(huì)政治經(jīng)濟(jì)生活的各個(gè)領(lǐng)域,深刻地影響著人們的交流、工作、學(xué)習(xí)和生活的方式,有力地推動(dòng)著人類的文明進(jìn)步和社會(huì)發(fā)展。 目前,信息化的程度己經(jīng)成為衡量一個(gè)國家、一個(gè)部門綜合技術(shù)水平、綜合能力的主要標(biāo)志。公安部黨委己把“科技強(qiáng)警”作為一個(gè)戰(zhàn)略思路,而公安信息化則是“科技強(qiáng)警”的一個(gè)重要內(nèi)容,公安信息化是公安工作適應(yīng)新形勢(shì)、新任務(wù),提高公安工作效益和水平的必然趨勢(shì)。信息化的快速發(fā)展也給公安信息化帶來了機(jī)遇和挑戰(zhàn)。敵對(duì)勢(shì)力和不法分子利用信息技術(shù)的犯罪活動(dòng)越來越多,公安機(jī)關(guān)在維護(hù)社會(huì)治安、打擊違法犯罪活動(dòng)中所涉及的業(yè)務(wù)信息量也在急劇地增加,這就要求公安行政管理信息化必須要超越違法犯罪活動(dòng)信息量的飆升速度,在這種時(shí)代背景下,公安行政管理信息化建設(shè)顯然十分重要,它要求建設(shè)適應(yīng)公安行政管理業(yè)務(wù)需要的各項(xiàng)信息系統(tǒng),并對(duì)收集掌握的信息進(jìn)行快速的處理,以便作出正確的判斷和決策,使公安工作做到快速反應(yīng)、協(xié)同作戰(zhàn),高能力、高效率地實(shí)現(xiàn)對(duì)各種犯罪活動(dòng)及時(shí)有力的打擊和對(duì)社會(huì)治安的動(dòng)態(tài)管理。 本文結(jié)合廣東省公安行政管理信息化建設(shè)的實(shí)際情況,以行政管理信息化理論為指導(dǎo),在分析過程中對(duì)比研究國內(nèi)外公安行政管理信息化建設(shè)的基本概況,完善了廣東公安行政管理信息的系統(tǒng)布局,研究提出了廣東省公安行政管理信息化建設(shè)的目標(biāo)、原則、發(fā)展模式,最后在廣東公安行政管理信息建設(shè)的對(duì)策建議中,針對(duì)廣東公安行政管理信息化建設(shè)中存在的問題,提出了強(qiáng)化信息化意識(shí)、加強(qiáng)系統(tǒng)建設(shè)、整合內(nèi)部外部資源、強(qiáng)化信息化應(yīng)用、落實(shí)保障措施等工作對(duì)策建議。
[Abstract]:In the twenty-first Century, human society has entered a new era of information technology. Information technology is changing the various fields of social and political and economic life at an unprecedented rate, profoundly affecting people's communication, work, learning and life, and vigorously promoting the progress of human civilization and social development.
At present, the degree of information has become the main symbol to measure the comprehensive technical level and comprehensive ability of a country and a department. The Party committee of the Ministry of public security has taken the "scientific and technological police" as a strategic idea, while the information technology of public security is an important content of "scientific and technological police". Public security information is a new task for the public security work to adapt to the new situation and the new task, The inevitable trend of improving the efficiency and level of public security work. The rapid development of information has also brought opportunities and challenges to public security information. More and more criminal activities of hostile forces and lawless elements use information technology, public security organs are maintaining social security, and the amount of business information involved in combating illegal activities is also increasing rapidly. In addition, this requires that the information of public security administration must exceed the speed of the amount of information of illegal crime activities. Under this background, the construction of information construction of public security administration is obviously very important. It requires the construction of various information systems which meet the needs of the public security administration business, and the information of the collection and mastery is dealt with quickly. In order to make correct judgments and decisions, the public security work can be reacted quickly, cooperate with each other, high ability and high efficiency to achieve a timely and powerful attack on all kinds of criminal activities and the dynamic management of social security.
This paper, based on the actual situation of the information construction of public security administration in Guangdong Province, guided by the information theory of administrative management, contrasted the basic situation of information construction of public security administration at home and abroad in the analysis process, perfected the system layout of the information of public security administration in Guangdong, and put forward the administrative management letter of the public security of Guangdong province. The aim, principle, and development model of the interest rate construction, and at last in the countermeasures and suggestions of the information construction of the public security administration in Guangdong, in view of the problems existing in the information construction of the public security administration in Guangdong, put forward the work of strengthening the awareness of information, strengthening the construction of the system, integrating the internal and external resources, strengthening the application of information and implementing the safeguard measures, etc. Suggestions.
