論強(qiáng)化被害預(yù)防

【摘要】: 傳統(tǒng)的犯罪預(yù)防體系是以犯罪人和潛在犯罪人為中心展開的,并在很長一段時間里發(fā)揮著預(yù)防犯罪的重要作用,但實(shí)踐中隨著犯罪境況的日益嚴(yán)峻,單一從犯罪人和潛在犯罪人角度來預(yù)防犯罪暴露出其局限性和片面性。隨著被害人學(xué)的興起,學(xué)者們從被害人角度分析出許多易致被害因素可以引致或直接導(dǎo)致犯罪的發(fā)生,認(rèn)為從被害人角度來進(jìn)行犯罪預(yù)防有時更容易一些,于是被害預(yù)防被引入到犯罪預(yù)防體系中來,打破了犯罪預(yù)防體系的單一格局,筆者認(rèn)為,應(yīng)當(dāng)把被害預(yù)防與犯罪預(yù)防擺在同等重要的位置,兩者各盡其職,相互配合共同實(shí)現(xiàn)預(yù)防犯罪的目的。本文主要是從被害預(yù)防現(xiàn)狀及其存在的問題入手,進(jìn)而分析出強(qiáng)化被害預(yù)防的必要性,最終總結(jié)出幾條強(qiáng)化被害預(yù)防的途徑。希望能夠使大家對被害預(yù)防有一定的了解,為犯罪預(yù)防理論研究與實(shí)踐操作提供一點(diǎn)幫助。
[Abstract]:The traditional crime prevention system focuses on the offender and the potential offender, and plays an important role in the prevention of crime for a long time, but in practice, with the increasingly serious situation of crime, Preventing crime from the angle of criminal and potential criminal exposed its limitation and one-sidedness. With the rise of victimology, scholars have analyzed from the perspective of victims that many vulnerable factors can lead to or directly lead to crime, and that it is sometimes easier to prevent crime from the perspective of victims. So the victimization prevention is introduced into the crime prevention system, which breaks the single pattern of the crime prevention system. The author thinks that the victimization prevention and the crime prevention should be put in the same important position. Cooperate with each other to achieve the purpose of crime prevention. This paper mainly starts with the current situation and existing problems of victim prevention, and then analyzes the necessity of strengthening victim prevention, and finally summarizes several ways to strengthen victim prevention. It is hoped that we can have a certain understanding of the prevention of victimization and provide some help for the theoretical research and practical operation of crime prevention.
