【摘要】： 進(jìn)入新世紀(jì)以來，我國城市經(jīng)濟(jì)迅速發(fā)展，伴隨而來的矛盾與沖突帶來了許多社會(huì)問題，激發(fā)大量的犯罪案件，如不有效應(yīng)對，將影響城市經(jīng)濟(jì)的健康發(fā)展。因此，研究探討城市治安工作績效問題，制定相應(yīng)對策提升城市治安管理水平乃當(dāng)務(wù)之急。本文深入探討了新時(shí)期城市治安管理中存在的問題，建立了城市治安工作績效評價(jià)模型，通過對比分析，提出了相應(yīng)建議和對策以提升城市治安管理水平，從根本上解決我國城市治安面臨的困難和問題。 論文首先歸納和總結(jié)了國內(nèi)外城市治安工作績效評價(jià)的研究現(xiàn)狀；接著利用平衡計(jì)分卡的理論從戰(zhàn)略角度建立了城市治安工作績效評價(jià)四個(gè)維度指標(biāo)體系；隨后在分析了傳統(tǒng)的績效評價(jià)方法存在的問題及原因的基礎(chǔ)上，引入灰關(guān)聯(lián)度分析法的理論，，結(jié)合我國城市治安工作的特點(diǎn)和實(shí)際情況，構(gòu)建了灰色關(guān)聯(lián)度分析績效評價(jià)模型，從而為城市治安工作績效評價(jià)提供了可操作性的管理工具；然后，將該績效評價(jià)模型應(yīng)用于我國六個(gè)典型城市的城市治安工作績效評價(jià)中，對各城市間的城市治安工作進(jìn)行橫向比較；最后，針對橫向比較的結(jié)果提出提升我國城市治安工作績效的對策。 論文取得的主要成果如下： (1)從社會(huì)公眾維度、內(nèi)部流程維度、財(cái)務(wù)維度、學(xué)習(xí)與成長維度四個(gè)維度出發(fā)，構(gòu)建了基于平衡計(jì)分卡的城市治安工作績效評價(jià)指標(biāo)體系。 (2)本文在剖析傳統(tǒng)綜合評價(jià)方法的基礎(chǔ)上，結(jié)合城市治安管理工作的特殊性，建立了灰色關(guān)聯(lián)度城市治安工作績效評價(jià)模型。 (3)將灰色關(guān)聯(lián)度績效評價(jià)方法應(yīng)用于我國城市治安工作績效評價(jià)中，為提升我國城市治安管理水平提出了相應(yīng)的對策，對以后開展城市治安管理工作具有較好的指導(dǎo)作用。
[Abstract]:Since entering the new century, the urban economy of our country has developed rapidly. The contradictions and conflicts that accompany it have brought many social problems. If we do not deal with the crime effectively, it will affect the healthy development of the urban economy. Therefore, it is urgent to study and discuss the performance of urban public security work and formulate corresponding countermeasures to improve the level of urban public security management. This paper deeply discusses the problems existing in the urban public security management in the new period, establishes the performance evaluation model of urban public security work, and puts forward the corresponding suggestions and countermeasures to improve the level of urban public security management through comparative analysis. Fundamentally solve the difficulties and problems of urban public order in our country. Firstly, the paper summarizes the research status of the performance evaluation of urban public security work at home and abroad, and then establishes the four dimension index system of the performance evaluation of urban public security work from the strategic angle by using the theory of balanced scorecard. Then, on the basis of analyzing the problems and reasons of the traditional performance evaluation methods, this paper introduces the theory of grey correlation degree analysis, and combines the characteristics and the actual situation of the urban public security work in our country, constructs the grey correlation degree analysis performance evaluation model. It provides an operable management tool for the performance evaluation of urban public security work. Then, the performance evaluation model is applied to the performance evaluation of six typical cities in our country. Finally, aiming at the result of horizontal comparison, the author puts forward some countermeasures to improve the performance of urban public security work in China. The main achievements are as follows: (1) starting from the four dimensions of social public dimension, internal process dimension, financial dimension, learning and growth dimension, The performance evaluation index system of urban public security work based on balanced scorecard is constructed. (2) based on the analysis of traditional comprehensive evaluation methods, this paper combines the particularity of urban public security management. The grey relational degree performance evaluation model of urban public security work is established. (3) the grey relational degree performance evaluation method is applied to the performance evaluation of urban public security work in China. In order to improve the level of urban public security management in our country, the corresponding countermeasures are put forward, which have a good guiding effect on the development of urban public security management in the future.
