【摘要】：自現(xiàn)代城市設(shè)計(jì)引入我國(guó)以來(lái)，城市設(shè)計(jì)對(duì)我國(guó)城市建設(shè)發(fā)揮的指導(dǎo)作用越來(lái)越明顯。但是，由于城市設(shè)計(jì)在我國(guó)仍還沒(méi)有獲得有效的法律地位支持，在指導(dǎo)城市建設(shè)實(shí)踐的效力不足，而城市設(shè)計(jì)導(dǎo)則作為城市設(shè)計(jì)主要的成果，目前也并沒(méi)有一個(gè)規(guī)范化的編制成果，部分城市設(shè)計(jì)師在編制導(dǎo)則時(shí)往往具有明顯的主觀傾向，可操作性不強(qiáng)，造成了設(shè)計(jì)資源的嚴(yán)重浪費(fèi)且城市設(shè)計(jì)意圖還沒(méi)能實(shí)現(xiàn)，所以近幾年對(duì)于城市設(shè)計(jì)導(dǎo)則規(guī)范化和法定化的研究已經(jīng)越來(lái)越受到重視。 本文圍繞局部城市設(shè)計(jì)導(dǎo)則在實(shí)施操作中存在的需求和問(wèn)題展開(kāi)，，遵循認(rèn)識(shí)問(wèn)題-技術(shù)總結(jié)-成果推演的研究思路從三個(gè)方面對(duì)局部城市設(shè)計(jì)導(dǎo)則的導(dǎo)控內(nèi)容和表達(dá)方式進(jìn)行研究闡述。先從分析問(wèn)題入手，針對(duì)我國(guó)現(xiàn)狀城市設(shè)計(jì)的一系列問(wèn)題，明確了此次城市設(shè)計(jì)導(dǎo)則研究的目的和意義，結(jié)合實(shí)際情況界定論文此次研究的內(nèi)容和范圍。并通過(guò)分析國(guó)內(nèi)外導(dǎo)則研究情況，得出本次論文研究的方法，制定出論文的研究框架。為落實(shí)目標(biāo)的研究方法，對(duì)城市設(shè)計(jì)的本質(zhì)及在我國(guó)的本土化發(fā)展情況進(jìn)行了探討，明晰了局部城市設(shè)計(jì)導(dǎo)則的定義內(nèi)涵，并進(jìn)一步的探討了現(xiàn)階段我國(guó)局部城市設(shè)計(jì)導(dǎo)則的實(shí)施運(yùn)作及管理方式，分別從理論、規(guī)劃技術(shù)文件、項(xiàng)目實(shí)踐中找尋可操作性導(dǎo)則的編制方法的技術(shù)支持。 經(jīng)過(guò)前面的研究，文章從導(dǎo)控內(nèi)容推演和表達(dá)方式研究?jī)刹糠值膬?nèi)容對(duì)文章的主題進(jìn)行了一個(gè)闡述。首先從導(dǎo)控要素梳理、導(dǎo)控層級(jí)劃分、要素層級(jí)控制三個(gè)方面對(duì)導(dǎo)則的導(dǎo)控內(nèi)容進(jìn)行了深入剖析；接著結(jié)合現(xiàn)狀導(dǎo)則實(shí)踐案例和表達(dá)限制因素對(duì)每個(gè)層級(jí)導(dǎo)則的表達(dá)方式進(jìn)行探索，最終形成一套完整的導(dǎo)控體系。 全文研究依托于現(xiàn)有的城市設(shè)計(jì)研究成果，定位于城市設(shè)計(jì)發(fā)展趨勢(shì)中的城市設(shè)計(jì)導(dǎo)則導(dǎo)控內(nèi)容和導(dǎo)控方式，力求能與我國(guó)各地方城市設(shè)計(jì)實(shí)施情況進(jìn)行對(duì)接，為導(dǎo)則的規(guī)劃化和法定化貢獻(xiàn)力量。
[Abstract]:Since modern urban design was introduced into China, urban design has played a more and more important role in guiding urban construction in China. However, due to the fact that the urban design has not been supported by the effective legal status in our country, it is not effective enough to guide the practice of urban construction, and the urban design guidelines are the main achievements of urban design. At present, there is not a standardized compilation result. Some urban designers tend to have obvious subjective tendency when compiling the guidelines, which is not easy to operate, resulting in a serious waste of design resources and the fact that the urban design intention has not yet been realized. Therefore, more and more attention has been paid to the standardization and legalization of urban design guidelines in recent years. This paper focuses on the needs and problems existing in the implementation of local urban design guidelines. Following the research ideas of cognitive problem, technical summary and result deduction, this paper studies and expounds the guiding and controlling content and expression of local urban design guidelines from three aspects. Starting with the analysis of the problems, aiming at a series of problems in the urban design of our country, the purpose and significance of the research on the urban design guidelines are clarified, and the content and scope of this paper are defined according to the actual situation. And through the analysis of the domestic and foreign guidelines, the research method of this paper is obtained, and the research framework of the paper is worked out. In order to carry out the research method of the goal, this paper probes into the essence of urban design and its localization development in China, and clarifies the definition and connotation of local urban design guidelines. And further discussed the implementation and management of local urban design guidelines in China at this stage, respectively from the theory, planning technical documents, project practice to find the operational guidelines of the compilation method of technical support. After the previous research, the thesis expatiates the theme of the article from the two parts of the research on the derivation and expression of the guiding and controlling content. First of all, the guide and control content is deeply analyzed from the following three aspects: combing the guiding and controlling elements, dividing the leading and controlling levels, and controlling the elements at the level of control. Then combining the practice cases of the status quo guidelines and the expression of limiting factors to explore the expression of the guidelines at each level, and finally form a set of integrated guidance and control system. Based on the existing urban design research results, the full text of the study is oriented to the urban design guidelines in the development trend of urban design content and guide control methods, and strive to be able to connect with the implementation of urban design in various places in China. Contribute to the planning and legalization of the guidelines.
