【摘要】:技術(shù)選擇決定著技術(shù)進(jìn)步的進(jìn)程,是技術(shù)能力提升的關(guān)鍵環(huán)節(jié),在技術(shù)創(chuàng)新和技術(shù)變遷中起著重要作用。在技術(shù)經(jīng)濟(jì)學(xué)研究領(lǐng)域中,技術(shù)選擇問題已成為研究的核心,涉及到相關(guān)領(lǐng)域方方面面的問題。論文從系統(tǒng)協(xié)同論的視角出發(fā),綜合運(yùn)用系統(tǒng)理論、協(xié)同理論、技術(shù)經(jīng)濟(jì)學(xué)、計(jì)量經(jīng)濟(jì)學(xué)、創(chuàng)新經(jīng)濟(jì)學(xué)等相關(guān)領(lǐng)域的知識(shí)體系,利用定性和定量的分析方法,研究技術(shù)選擇各利益體及其之間的協(xié)同作用關(guān)系,并構(gòu)建了技術(shù)選擇協(xié)同測(cè)度模型和測(cè)度標(biāo)準(zhǔn);利用規(guī)范和實(shí)證的分析方法,以中國裝備制造業(yè)作為實(shí)證對(duì)象,對(duì)裝備制造業(yè)七大子行業(yè)的技術(shù)選擇協(xié)同進(jìn)行實(shí)證分析以及影響因素的面板數(shù)據(jù)分析。 論文在梳理技術(shù)選擇相關(guān)理論和協(xié)同學(xué)相關(guān)理論的基礎(chǔ)上,提出本文研究的切入點(diǎn)。首先構(gòu)建了技術(shù)選擇協(xié)同模型,分析技術(shù)選擇各利益體及其之間的協(xié)同作用關(guān)系,以協(xié)同理論為載體,逼近理想排序法為工具,構(gòu)建技術(shù)選擇協(xié)同測(cè)度模型及測(cè)度標(biāo)準(zhǔn);其次對(duì)中國裝備制造業(yè)技術(shù)選擇現(xiàn)狀進(jìn)行分析并進(jìn)行初步的原因分析;再次,以中國裝備制造業(yè)為實(shí)證分析對(duì)象,建立技術(shù)選擇協(xié)同測(cè)度指標(biāo)體系,對(duì)中國裝備制造業(yè)七大子行業(yè)進(jìn)行技術(shù)選擇協(xié)同測(cè)度并進(jìn)行行業(yè)聚類分析;再次,通過選擇主體有序和創(chuàng)新系統(tǒng)有序分別對(duì)技術(shù)選擇協(xié)同度的影響因素分析,建立面板數(shù)據(jù)模型,得出影響中國裝備制造業(yè)技術(shù)選擇協(xié)同度的促進(jìn)因素和阻礙因素,并進(jìn)行行業(yè)對(duì)比。最后,以實(shí)證分析結(jié)果為依據(jù),從選擇主體層面和創(chuàng)新系統(tǒng)層面提出提升中國裝備制造業(yè)技術(shù)選擇協(xié)同度的若干政策建議。 通過對(duì)技術(shù)選擇各利益體及其之間基本作用關(guān)系的分析,認(rèn)為技術(shù)選擇各利益體及其之間的相互作用關(guān)系構(gòu)成了創(chuàng)新系統(tǒng),各利益體間存在著復(fù)雜自適應(yīng)行為,在遵循邏輯斯蒂曲線演進(jìn)規(guī)律的基礎(chǔ)上,選擇主體對(duì)創(chuàng)新基礎(chǔ)、創(chuàng)新活動(dòng)、創(chuàng)新鏈接和創(chuàng)新環(huán)境形成作用力。創(chuàng)新系統(tǒng)在自組織演化過程中,創(chuàng)新基礎(chǔ)、創(chuàng)新活動(dòng)、創(chuàng)新鏈接和創(chuàng)新環(huán)境,通過各利益體間的交互作用、慣例及搜索行為、選擇和學(xué)習(xí)行為對(duì)選擇主體形成反作用力。 通過介入?yún)f(xié)同理論對(duì)技術(shù)選擇各利益體間的協(xié)同作用關(guān)系進(jìn)行分析,認(rèn)為技術(shù)選擇各利益體間協(xié)同效應(yīng)的產(chǎn)生取決于彼此協(xié)同作用系數(shù)的大小,只有處在合適的范疇內(nèi)才能產(chǎn)生協(xié)同價(jià)值,否則將降低協(xié)同績(jī)效。技術(shù)選擇協(xié)同是技術(shù)選擇主體為實(shí)現(xiàn)一定的系統(tǒng)目標(biāo),在技術(shù)選擇各利益體相互作用的過程中,綜合考慮創(chuàng)新系統(tǒng)內(nèi)外因素的影響,對(duì)各種可能得到的技術(shù)手段進(jìn)行綜合比較,從中選取與各利益體最優(yōu)協(xié)同技術(shù)體系的過程。 通過構(gòu)建技術(shù)選擇協(xié)同的測(cè)度模型和測(cè)度標(biāo)準(zhǔn),認(rèn)為技術(shù)選擇協(xié)同的測(cè)度為,在一定時(shí)空范圍內(nèi),影響技術(shù)選擇各利益體間協(xié)同價(jià)值產(chǎn)生的各因素距各自最佳值的接近程度。技術(shù)選擇協(xié)同的測(cè)度標(biāo)準(zhǔn)包括三部分:選擇主體有序、創(chuàng)新系統(tǒng)有序及選擇主體與創(chuàng)新系統(tǒng)的協(xié)同。 通過對(duì)中國裝備制造業(yè)各子行業(yè)技術(shù)選擇協(xié)同度的測(cè)度值進(jìn)行分析,認(rèn)為中國裝備制造業(yè)七個(gè)子行業(yè)分為四類,第一類為技術(shù)選擇協(xié)同度低行業(yè)群,包括交通運(yùn)輸設(shè)備制造業(yè)和儀器儀表及文化辦公用機(jī)械制造業(yè)行業(yè)群;第二類為技術(shù)選擇協(xié)同度較低行業(yè)群,包括電氣機(jī)械及器材制造業(yè)行業(yè)群;第三類為技術(shù)選擇協(xié)同度適中行業(yè)群,包括通用設(shè)備制造和專用設(shè)備制造業(yè)行業(yè)群;第四類為技術(shù)選擇協(xié)同度高行業(yè)群,包括金屬制品業(yè)和電子及通訊設(shè)備制造業(yè)行業(yè)群。 通過對(duì)中國裝備制造業(yè)技術(shù)選擇協(xié)同度的影響因素分析,認(rèn)為影響中國裝備制造業(yè)技術(shù)選擇協(xié)同的諸多因素中,引進(jìn)國內(nèi)技術(shù)資金投入、新產(chǎn)品產(chǎn)出水平、研發(fā)軟件投入水平、RD項(xiàng)目平均經(jīng)費(fèi)投入、企業(yè)間的創(chuàng)新投入水平等因素對(duì)中國裝備制造業(yè)技術(shù)選擇協(xié)同影響最強(qiáng),是行業(yè)技術(shù)選擇協(xié)同價(jià)值產(chǎn)生的核心序參量,決定著行業(yè)創(chuàng)新系統(tǒng)演進(jìn)的漸變過程和突變結(jié)果。其中RD項(xiàng)目平均經(jīng)費(fèi)投入對(duì)行業(yè)技術(shù)選擇協(xié)同的影響最大。同時(shí)中國裝備制造業(yè)技術(shù)選擇協(xié)同受到引進(jìn)國外技術(shù)資金投入、引進(jìn)國外技術(shù)消化吸收資金投入、有效專利產(chǎn)出水平、RD機(jī)構(gòu)平均經(jīng)費(fèi)投入、與高校創(chuàng)新合作費(fèi)用支出、與研究機(jī)構(gòu)創(chuàng)新合作費(fèi)用支出、外商創(chuàng)新投入、金融機(jī)構(gòu)融資規(guī)模等因素的阻礙。其中引進(jìn)國外技術(shù)資金投入對(duì)技術(shù)選擇協(xié)同度的負(fù)向作用力最大,是中國裝備制造業(yè)技術(shù)選擇協(xié)同過程的瓶頸因素。金屬制品業(yè)技術(shù)選擇協(xié)同過程中決定行業(yè)演進(jìn)的序參量較多,,行業(yè)技術(shù)選擇的過程也較其他行業(yè)要更加復(fù)雜和多變;電器機(jī)械制造業(yè)技術(shù)選擇的協(xié)同度受技術(shù)升級(jí)換代資金投入的影響較其他行業(yè)要強(qiáng);儀器儀表及文化辦公用設(shè)備制造業(yè)技術(shù)選擇協(xié)同度受RD課題平均經(jīng)費(fèi)投入影響較其他行業(yè)要強(qiáng)。 通過對(duì)計(jì)量結(jié)果的總體分析,認(rèn)為中國裝備制造業(yè)技術(shù)選擇協(xié)同度提升應(yīng)從兩個(gè)層面六個(gè)方面提出,選擇主體層面:加大國內(nèi)技術(shù)的投入比重,提高技術(shù)應(yīng)用的商業(yè)化程度;創(chuàng)新系統(tǒng)層面:進(jìn)一步完善人才培養(yǎng)體制,以項(xiàng)目形式帶動(dòng)創(chuàng)新活動(dòng)的開展,提升產(chǎn)學(xué)研合作層次,優(yōu)化企業(yè)為主體的創(chuàng)新環(huán)境。
[Abstract]:Technology choices of technological progress, is the key technology to enhance the ability, plays an important role in technological innovation and technological change. In the field of technical research in economics, technology selection problem has become the core of research, involving the field of issues related to all aspects. From the perspective of system coordination theory, comprehensive based on the system theory, coordination theory, technology economics, econometrics, innovation economics and other related fields of knowledge, using the method of qualitative and quantitative analysis, technology choice of relationship synergy between the body and the interests, and construct the technology selection of collaborative measure model and measure standard; using normative and empirical analysis methods. To China equipment manufacturing industry as an example, the equipment manufacturing industry seven major industry technology selection cooperation and the empirical analysis the influencing factors of the panel Data analysis.
Based on combing technology selection theory and synergetics theory, put forward the starting point of this research. First established a selection of collaborative model, analysis of technology choice synergism between each benefit body and the collaborative theory as the carrier, to sort the approximation method, measure model and selection of collaborative construction technology the standard measure; secondly Chinese equipment manufacturing technology selection to analyze the current situation of and preliminary analysis of the causes; thirdly, to Chinese equipment manufacturing industry as the empirical analysis object, establish the technology selection of collaborative measure index system of equipment manufacturing industry China seven sub sectors of technology measure and selection of collaborative industry clustering analysis; thirdly, through the selection of the main innovation system of orderly and orderly technology selection of collaborative influence factors analysis, establish panel data model, get out of the shadow Sound selection of synergy factors promoting and hindering factors of manufacturing technology and equipment China, industry comparison. Finally, based on empirical analysis based on the results from the selection of the main innovation level and system level put forward several policy suggestions of choosing collaborative manufacturing technology Chinese equipment.
Based on the analysis of the relationship between the interests of technology choice of basic function and the relationship between the various interests that the technology choice and their interactions between the formation of innovation system, the interests of the body there is a complex adaptive behavior based on Christian curve follows the logic evolution rule, the selection of the main basis for innovation, innovation, innovation links and innovative environment forces. Innovation system in the self organization evolution process, innovation base, innovation activities, innovation links and innovation environment, through the interaction of different interests between the practice and search behavior, selection of learning behavior and form a reaction to the choice of subjects.
Through the intervention of collaborative theory to analyze the relationship between technology selection synergy between each benefit body, that depends on the choice of technology synergies between each benefit body to each synergy coefficient, only in the right context can produce synergistic value, otherwise it will reduce performance. Collaborative technology selection cooperation is the main body for the realization of technology choice the system goal, in the choice of technology of each benefit body interaction process, considering the impact of innovation system of internal and external factors, a comprehensive comparison of various techniques available, selection of technology system coordination and each benefit body from the best.
By constructing the measure model and measure technology selection cooperation, that measure for selection of collaborative technology, in a certain range of time and space, influence factors of technology choice value of each benefit body from their synergies between the optimum value of close degree. The standard measure of technology selection cooperation consists of three parts: the selection of the main orderly, collaborative innovation system order and the choice of subjects and innovation system.
Based on the China equipment manufacturing sub industries technology selection of synergy measure analysis, think China equipment manufacturing industry seven sub divided into four categories, the first category for the technology selection of collaborative low degree of industry groups, including transportation equipment manufacturing and instrumentation and cultural office machinery manufacturing industry group; second as the technology selection of collaborative low degree of industry groups, including electrical machinery and equipment manufacturing industry group; third kinds of technology for moderate selection of collaborative industry groups, including the general equipment manufacturing and equipment manufacturing industry group; fourth kinds of technology for selection of collaborative high degree of industry groups, including the metal products industry and electronic and communication equipment manufacturing industry group.
Through the analysis of the influencing factors of synergy of China equipment manufacturing technology, that many factors influence the selection of collaborative manufacturing technology China equipment, the introduction of capital into the domestic technology, the new product output level, software R & D investment level, the average investment in the RD project, factors of inter enterprise innovation investment level selection cooperation had the strongest effect the China equipment manufacturing technology, industry technology selection cooperation produce the value of core order parameters, determines the gradual process of industry innovation system evolution and mutation. Results of the RD project for the average investment in the technology of industry selection cooperation biggest influence. At the same time China equipment manufacturing technology collaboration is capital introduction of foreign technology, the introduction of the digestion and absorption of foreign technology capital investment, effective patent output level, RD average investment funds, in cooperation with the university innovation cost expenditure Research and innovation cooperation mechanism, expenditure, foreign investment in innovation, financial institutions and other factors the scale of financing obstacles. The foreign capital introduction of technology choice of synergy negative force, is the bottleneck factor of the collaborative process of manufacturing technology and equipment. China technology of metal products industry select order parameter more development of industry collaborative decision in the process of industry, technology selection process than other industries to be more complex and changeable; electrical machinery manufacturing technology selection of the synergy degree affected by the technological upgrading of capital investment than other industries stronger; instrumentation and cultural office equipment manufacturing technology selection of synergy by RD average investment effect than other subject the industry is stronger.
Through the overall analysis on the measurement results, that six aspects to enhance the degree of cooperation from two aspects put forward the choice of manufacturing technology Chinese equipment, the selection of the main domestic technology level: increase the proportion of investment to improve the degree of commercialization of technology innovation; system level: to further improve the personnel training system, promote innovation activities in the form of project the development, enhance cooperation level, optimize the enterprise as the main body of the innovation environment.
