河北省X高速公路收費(fèi)員流失問題及應(yīng)對(duì)策略研究

【摘要】:從上世紀(jì)八十年代末期、九十年代初期開始,中國進(jìn)入了一個(gè)高速公路建設(shè)快速發(fā)展的時(shí)期。隨著我國高速公路公路不斷迅猛發(fā)展,河北省高速公路通車?yán)锍桃苍诓粩嘣黾?截止到2014年底,河北省的高速公路建設(shè)再次取得新成績,新增通車?yán)锍?69公里,全省高速公路通車總里程達(dá)到5888公里,躍居全國第二位,僅次于廣東省。據(jù)了解,2015年河北省高速公路計(jì)劃投資407億元,新增通車?yán)锍?50公里,到年底總里程達(dá)到6238公里。目前在高速公路營運(yùn)管理實(shí)踐中,人力資源管理改革得到了普遍的重視,其中員工的流失問題,特別是一線收費(fèi)員的流失問題已經(jīng)成為高速公路領(lǐng)域人力資源管理的重要議題,解決收費(fèi)員流失問題迫在眉睫。在理論研究方面,高速公路領(lǐng)域人力資源管理的突出問題是如何降低過高的員工流失率,如何留住收費(fèi)員。但是目前,國內(nèi)外涉及高速公路行業(yè)的收費(fèi)員流失的理論研究相當(dāng)少,對(duì)這一領(lǐng)域人力資源流失問題的研究還是相對(duì)欠缺的。作為河北省高速公路的代表,統(tǒng)計(jì)數(shù)據(jù)顯示,河北省X高速公路當(dāng)前正面臨著員工流失問題,特別是一線生產(chǎn)員工的流失問題。過高的員工流失率提高了河北省X高速公路的運(yùn)營成本,給該單位的運(yùn)作和財(cái)務(wù)帶來了負(fù)面影響,在一定程度上阻礙了單位的正常發(fā)展。河北省X高速公路的員工流失問題在河北省高速公路行業(yè)具有代表性。因此對(duì)高速公路員工流失問題進(jìn)行研究同時(shí)具有實(shí)踐意義和理論意義。在本文的研究過程中,借鑒了國內(nèi)外相關(guān)理論的經(jīng)驗(yàn)和實(shí)踐成果,與河北省X高速公路收費(fèi)員流失現(xiàn)狀相結(jié)合,以河北省X高速公路收費(fèi)員流失的原因及應(yīng)對(duì)策略研究為出發(fā)點(diǎn),采用資料研究法、調(diào)查研究法、理論研究法、歸納總結(jié)法和系統(tǒng)分析法進(jìn)行研究,通過研究,提出了造成該單位員工流失問題的原因,并有針對(duì)性的提出了應(yīng)對(duì)策略,對(duì)于促進(jìn)我國高速公路防止收費(fèi)員流失具有一定的借鑒意義。
[Abstract]:Since the late 1980s and early 1990s, China has entered a period of rapid development of highway construction. With the rapid development of highway in our country, the mileage of highway traffic in Hebei Province is also increasing. By the end of 2014, the highway construction in Hebei Province has made new achievements again, with 269 kilometers of new traffic mileage added. The province's expressway total mileage of 5888 km, ranking second in the country, second only to Guangdong Province. It is understood that Hebei Province highway investment of 40.7 billion yuan in 2015, new mileage of 350 km, by the end of the year, the total mileage reached 6238 km. At present, in the practice of expressway operation management, the reform of human resource management has been paid more and more attention. Among them, the problem of staff loss, especially the loss of toll collector, has become an important topic of human resource management in the field of expressway. It is urgent to solve the problem of toll drain. In the theoretical research, the outstanding problems of human resource management in expressway field are how to reduce the high staff turnover rate and how to retain the toll collector. However, at present, there are few theoretical studies on toll drains in expressway industry at home and abroad, and the research on human resources loss in this field is still relatively lacking. As the representative of highway in Hebei Province, statistics show that X Expressway in Hebei Province is facing the problem of staff loss, especially the loss of front-line production staff. The high staff turnover rate increases the operating cost of X Expressway in Hebei Province, brings negative influence to the operation and finance of the unit, and hinders the normal development of the unit to a certain extent. Hebei X Expressway staff loss problem in Hebei Province Expressway industry is representative. Therefore, it is of practical and theoretical significance to study the problem of expressway employee turnover. In the research process of this paper, we draw lessons from the experience and practice of the relevant theories at home and abroad, and combine with the current situation of toll collector loss on X Expressway in Hebei Province. Based on the study of the causes and countermeasures of toll collector loss on X Expressway in Hebei Province, this paper adopts the methods of data research, investigation, theory, induction and summary, and system analysis. This paper puts forward the causes of the staff turnover in this unit, and puts forward the corresponding countermeasures, which is helpful to the prevention of toll collector loss on the expressway in our country.
