【摘要】：近年來,我國城市經歷了高速發(fā)展的階段,城市交通的規(guī)劃研究嚴重落后于現(xiàn)實發(fā)展需求,尤其在汽車管理、停車規(guī)劃等方面都存在諸多不健全之處。特別是在城市主城區(qū),由于停車場地和設施總量嚴重不足、配置不合理、利用率低和管理不到位等原因,我國大部分城市主城區(qū)小汽車停車行為比較混亂。在城市交通的正常運行管理中,主城區(qū)小汽車停車資源的匱乏、停車供需之間的矛盾尖銳、靜態(tài)交通設施的規(guī)劃建設落后、綜合管理效率低下等問題日益突出,影響著城市的快步發(fā)展和前進�，F(xiàn)實告訴我們,僅通過增加設施供給不能徹底解決小汽車停車問題,它是牽涉多個部門、需共同制定措施形成組合效應才能見成效的一個公共政策規(guī)劃,前后關聯(lián)規(guī)劃、建設、管理和收費等多渠道多方面的綜合改善和提升。為此,本文將核心聚焦研究一體化一攬子決策方案,涉及從規(guī)劃、建設、管理及收費等各個環(huán)節(jié)的小汽車停車管理體系,指導常州及同類城市主城區(qū)停車發(fā)展,緩解停車矛盾,同時給予其他城市以借鑒參考。本文全面研究整理了國內外關于小汽車停車及其設施的相關研究理論和實踐經驗,在此基礎上歸納出城市停車影響各類影響因素,以常州主城區(qū)小汽車停車設施發(fā)展的現(xiàn)狀作為基礎進行調研分析,總結其存在的現(xiàn)實問題；其次,結合常州主城區(qū)發(fā)展實際,提出針對常州主城區(qū)小汽車停車發(fā)展的政策和具體措施,明確了停車優(yōu)化的基本目標及戰(zhàn)略任務�；�于以上分析,提出小汽車停車優(yōu)化政策措施,以此作為改進常州主城區(qū)小汽車停車問題的主要方向。
[Abstract]:In recent years, China's cities have experienced a period of rapid development, urban traffic planning research seriously lags behind the actual development needs, especially in the car management, parking planning and other aspects of a lot of imperfections. Especially in the main urban area, due to the serious shortage of parking space and facilities, unreasonable allocation, low utilization rate and inadequate management, the parking behavior of cars in most urban areas of our country is quite chaotic. In the normal operation and management of urban traffic, the shortage of car parking resources, the sharp contradiction between parking supply and demand, the backward planning and construction of static traffic facilities, the low efficiency of comprehensive management, etc. It affects the rapid development and progress of the city. Reality tells us that the problem of car parking cannot be completely solved by increasing the supply of facilities alone. It is a public policy plan involving a number of departments and needs to be jointly formulated to form a combination of measures to achieve results in public policy planning, related planning, and construction. Management and fees and other multiple channels of comprehensive improvement and promotion. Therefore, this paper focuses on the integrated decision-making scheme, which involves the car parking management system in the aspects of planning, construction, management and charge, which can guide the parking development of Changzhou and other major urban areas in Changzhou and other similar cities, and alleviate the parking contradiction. At the same time to other cities to learn from the reference. In this paper, the relevant research theories and practical experiences of car parking and its facilities at home and abroad are comprehensively studied, and on the basis of this, various influencing factors of urban parking are summed up. Based on the investigation and analysis of the present situation of car parking facilities in Changzhou main urban area, this paper summarizes the practical problems existing in the development of car parking facilities. Secondly, combined with the actual development of Changzhou main urban area, this paper puts forward the policies and concrete measures for the development of car parking in Changzhou main urban area, and clarifies the basic objectives and strategic tasks of parking optimization. Based on the above analysis, this paper puts forward the policy and measures of car parking optimization, which is the main direction to improve the car parking problem in Changzhou main urban area.
