氣候地球工程的道德反思

【摘要】:當(dāng)前,人類面臨著全球氣候變化的嚴(yán)峻挑戰(zhàn),無論情愿與否,氣候變化的全球性在客觀上已經(jīng)將世界各國納入應(yīng)對氣候變化的行列,但在當(dāng)前世界各國利益博弈激烈,世界氣候談判陷入僵局的情況下,氣候地球工程作為一種能夠有效減緩氣候變化,并能夠被一個國家或組織單方面實施的備選方案,越來越受到人們的關(guān)注。但和氣候變化問題一樣,氣候地球工程的研究和實施也是全球性的,氣候地球工程技術(shù)本身在研究、開發(fā)和實施過程中,也會引發(fā)一系列的政治、經(jīng)濟(jì)、社會和倫理問題。 從結(jié)構(gòu)上看,本文共分五個部分:前言部分主要介紹本文的研究背景,概述氣候地球工程的國內(nèi)外研究現(xiàn)狀,陳述本文的研究方法、思路及創(chuàng)新之處;第二部分著重從氣候地球工程的認(rèn)識論、自然觀和科技觀來分析其價值根源;第三部分對氣候地球工程的潛在影響及及其面臨的道德風(fēng)險加以介紹,并對當(dāng)前存在的應(yīng)對這些風(fēng)險的方案進(jìn)行審視和剖析;第四部分在第三部分的分析基礎(chǔ)上,從對氣候地球工程的道德維度和道德風(fēng)險出發(fā),探索氣候地球工程的道德轉(zhuǎn)向;文章的最后一部分試圖對氣候地球工程的研究道德和應(yīng)用原則進(jìn)行探索,主張人們對氣候地球工程技術(shù)的應(yīng)用應(yīng)該秉持極為謹(jǐn)慎的原則,氣候地球工程技術(shù)的研究不應(yīng)模糊各國在減排方面的責(zé)任,各國應(yīng)該進(jìn)一步加強(qiáng)彼此之間的合作,為應(yīng)對氣候變化而共同努力。 氣候地球工程是一種預(yù)防性的措施,我們應(yīng)當(dāng)支持其技術(shù)的研發(fā),但氣候地球工程需要實現(xiàn)生態(tài)學(xué)的轉(zhuǎn)向,遵循整體主義原則,以協(xié)調(diào)人與自然之間的關(guān)系為最終目標(biāo),從數(shù)量化、還原論的科學(xué)轉(zhuǎn)向理解性、整體性的科學(xué),從征服性、擴(kuò)張性的技術(shù)轉(zhuǎn)向調(diào)適性的技術(shù)。
[Abstract]:At present, mankind is facing the severe challenge of global climate change. Whether it is willing or not, the global climate change has objectively brought the world countries into the ranks of the response to climate change, but at present the interests of all countries in the world are in a fierce game. With the deadlock in the world climate negotiations, climate geo-engineering, as an alternative that can effectively mitigate climate change and be implemented unilaterally by a country or organization, has attracted more and more attention. However, as with climate change, the research and implementation of climate geo-engineering is global. In the process of research, development and implementation of climate geo-engineering technology, it will cause a series of political, economic, social and ethical issues. From the structural point of view, this paper is divided into five parts: the preface mainly introduces the research background of this paper, summarizes the domestic and foreign research status of climate geoengineering, describes the research methods, ideas and innovations of this paper; The second part focuses on the epistemology, natural view and scientific and technological view of climate geo-engineering to analyze its value root. The third part introduces the potential impacts of climate geoengineering and the moral hazard it faces, and examines and analyzes the existing solutions to these risks. The fourth part, based on the analysis of the third part, explores the moral turn of climate geoengineering from the moral dimension and moral hazard of climate geo-engineering. In the last part of the paper, we try to explore the research ethics and application principles of climate geo-engineering, and advocate that people should adhere to the principle of extreme caution in the application of climate geoengineering technology. Research on climate geoengineering technology should not obscure the responsibilities of countries in reducing emissions. Countries should further strengthen their cooperation and work together to combat climate change. Climate geoengineering is a preventive measure, and we should support the development of its technology, but climate geo-engineering needs to achieve an ecological shift, guided by the principle of holism, with the ultimate goal of reconciling the relationship between nature and climate geoengineering. From the science of quantification and reductionism to the science of understanding, the science of wholeness, from the technology of conquest and expansion to the technology of adaptability.
