【摘要】：就業(yè)是關(guān)系到我們每一個(gè)人生活水平和質(zhì)量的大問題。它不僅僅是一個(gè)人的謀生手段,也是一個(gè)人社會(huì)價(jià)值的體現(xiàn)。促進(jìn)就業(yè)一直是政府改善和保障民生重點(diǎn)要解決的問題,事關(guān)我國(guó)政治、經(jīng)濟(jì)、文化、社會(huì)的長(zhǎng)期穩(wěn)定和發(fā)展�，F(xiàn)階段,我國(guó)正處于經(jīng)濟(jì)和產(chǎn)業(yè)結(jié)構(gòu)都需要調(diào)整轉(zhuǎn)型的關(guān)鍵時(shí)期。一方面,這種模式的轉(zhuǎn)變?cè)诤艽蟪潭壬辖o我國(guó)的經(jīng)濟(jì)發(fā)展帶來了強(qiáng)大的動(dòng)力,但是從另一方面來說,這種模式的改變也會(huì)帶來勞動(dòng)力需求的降低,導(dǎo)致勞動(dòng)力市場(chǎng)上的供求關(guān)系的不均衡,引起勞動(dòng)力市場(chǎng)的動(dòng)蕩,由此可見就業(yè)問題已經(jīng)成為當(dāng)前經(jīng)濟(jì)轉(zhuǎn)型期我們需要重點(diǎn)關(guān)注的社會(huì)問題。本文以新疆阿勒泰地區(qū)的勞動(dòng)者就業(yè)問題為研究對(duì)象,通過實(shí)地調(diào)查,對(duì)新疆阿勒泰地區(qū)近幾年就業(yè)情況進(jìn)行相應(yīng)的研究分析,結(jié)合阿勒泰地區(qū)就業(yè)扶持的政策內(nèi)容以及實(shí)際落實(shí)成效,總結(jié)出勞動(dòng)力所面臨的就業(yè)難題以及導(dǎo)致這一問題的原因,如就業(yè)空間小,就業(yè)穩(wěn)定性不足且結(jié)構(gòu)性就業(yè)矛盾依然存在,三大群體轉(zhuǎn)移就業(yè)壓力大、就業(yè)創(chuàng)業(yè)培訓(xùn)效果不明顯、就業(yè)服務(wù)體系不完善等。針對(duì)阿勒泰地區(qū)所面對(duì)的上述就業(yè)難題,在根據(jù)就業(yè)及相關(guān)的創(chuàng)業(yè)帶動(dòng)就業(yè)的基礎(chǔ)上,結(jié)合當(dāng)?shù)氐膶?shí)際就業(yè)情況,探索出解決就業(yè)問題的新途徑。文章提出了推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、擴(kuò)大就業(yè)空間、增強(qiáng)就業(yè)穩(wěn)定性,緩解結(jié)構(gòu)性矛盾、采取多種措施,做好重點(diǎn)人群就業(yè)、加強(qiáng)就業(yè)創(chuàng)業(yè)培訓(xùn)效果,以創(chuàng)業(yè)帶動(dòng)就業(yè)、建立全方位的就業(yè)服務(wù)體系等措施,進(jìn)一步提高解決就業(yè)問題的及時(shí)性和準(zhǔn)確性。以上措施有望減少當(dāng)前勞動(dòng)力人口的就業(yè)壓力,構(gòu)建和諧的勞動(dòng)關(guān)系,提高人們的生活幸福指數(shù),全面保障和改善民生,構(gòu)建社會(huì)主義和諧社會(huì),給阿勒泰地區(qū)的就業(yè)事業(yè)發(fā)展貢獻(xiàn)一點(diǎn)綿薄之力。
[Abstract]:Employment is a big problem related to the living standard and quality of every one of us. It is not only a person's means of livelihood, but also a reflection of a person's social value. Promoting employment has always been the key problem to be solved by the government in order to improve and guarantee the people's livelihood. It concerns the long-term stability and development of our country's politics, economy, culture and society. At present, our country is in the key period of economic and industrial structure adjustment and transformation. On the one hand, the transformation of this model has brought great impetus to the economic development of our country to a large extent, but on the other hand, the change of this mode will also bring about a decrease in the demand for labor. It leads to the imbalance between supply and demand in the labor market and the turbulence of the labor market. It shows that the employment problem has become a social problem that we should pay more attention to in the current economic transition period. This paper takes the employment problem of workers in Altay area of Xinjiang as the research object, through the field investigation, carries on the corresponding research and analysis to the employment situation of the Altay area in Xinjiang in recent years. Combined with the policy content of employment support in Altay and the actual implementation results, the paper summarizes the employment problems faced by the labor force and the causes of this problem, such as the small employment space. The employment stability is insufficient and the structural employment contradiction still exists, the three groups transfer employment pressure is big, the employment entrepreneurship training effect is not obvious, the employment service system is not perfect and so on. In allusion to the above-mentioned employment problems in Altay area, a new way to solve the employment problem is explored on the basis of employment and related entrepreneurship, combined with the local actual employment situation. This paper proposes to promote the adjustment of industrial structure, expand employment space, enhance employment stability, alleviate structural contradictions, take various measures to do a good job for key people, strengthen the effect of employment entrepreneurship training, and promote employment through entrepreneurship. Establish a comprehensive employment service system and other measures to further improve the timeliness and accuracy of employment problems. The above measures are expected to reduce the employment pressure of the current labor force, build harmonious labor relations, improve people's life happiness index, comprehensively protect and improve the people's livelihood, and build a harmonious socialist society. Contribute a little bit to the development of employment in Altay.
