【摘要】：隨著世界經濟的發(fā)展，金融產品的可得性以及金融服務的使用頻率在不斷增加，但是，由于地理、人文、社會等多方面的原因，卻有越來越多的人被排除在金融服務之外，且這一現象越演越烈。在過去20多年間，中國金融業(yè)特別是商業(yè)銀行紛紛通過體制變革來提升競爭力，金融業(yè)的運行機制發(fā)生了深刻變化，也衍生出了許多金融問題，特別是微觀層面的排除性和宏觀層面的金融排除的誘導因素結合在一起，使得中國的金融排除程度在不斷地加深，我國的金融排除問題亟需解決。所以，積極開展對中國金融排除的研究具有十分重要的現實意義。 金融排除是解釋中國經濟增長以及區(qū)域經濟非均衡發(fā)展的一個重要視角，而在既有的文獻中并沒有引起研究者足夠的重視。目前的研究多以研究金融排除誘因、農村金融排除現狀為主，且大多是基于省級層面數據的研究。鑒于此，金融排除的研究需要從研究范圍和研究視角尋找新的突破和發(fā)展。 為此，本文通過梳理現有文獻中測度金融排除的方法和相關指標的選取，在前人的研究基礎上，從金融機構地理滲透性、金融產品接觸性、金融服務使用效用性這三個維度構建了我國金融排除指數的測度指標體系，利用相對比較法計算得到了我國2006-2010年31個省、市、自治區(qū)的2578個區(qū)縣的“金融排除綜合指數”。 由于數據的可得性，本文使用了全國2862個縣域中的2578個區(qū)縣數據為研究對象。經檢索，本文使用的縣域數量是現有研究中最全面的，不僅涵蓋了現有研究通常考察的農村地區(qū)，還包括城市的各個行政區(qū)劃單位，而后者是現有研究基本未涉及的。因此，本文的研究對象既包括了農民，，也包括了金融排除的另一大主體——城市貧民。該群體在以往的研究中常常被忽略，而據相關統(tǒng)計顯示，城市貧民也是被金融排除的主體，而且較之農民更容易被金融排除，因此有必要在一般基于研究農村金融排除的層面的基礎上，還要對其它地區(qū)的金融排除現象進行研究。只有這樣，才能夠全面、準確地反映中國金融排除的現狀。 然后對金融排除與經濟增長的關系進行了相關的研究歸納和整理；結合中國經濟發(fā)展的相關特征，將金融排除指數納入統(tǒng)一的分析框架，建立了金融排除與經濟增長關系的理論模型；用兩步系統(tǒng)廣義矩(SYS-GMM)方法來對全國的縣域金融排除與當地經濟增長的關系進行實證分析；發(fā)現金融排除確實對經濟增長有明顯的阻礙作用。由于我國的三大地區(qū)之間存在十分明顯的區(qū)域差距，東部中部和西部之間的梯度效應十分顯著，我們還基于金融排除綜合指數，對三大地區(qū)縣域的金融排除與地區(qū)經濟增長的關系進行了分析討論。發(fā)現了我國金融排除在社會經濟發(fā)展過程中的區(qū)域性差異。 本文的研究結果，對于加深對我國縣域金融排除的理解，科學評價我國金融排除程度及其地區(qū)差異，制定降低我國各地區(qū)的金融排除程度的宏觀經濟政策，具有一定的借鑒意義。
[Abstract]:With the development of the world economy , the availability of financial products and the use frequency of financial services are increasing . However , the more and more people are excluded from financial services because of various reasons such as geography , humanities and society , and the more the phenomenon is . In the past two decades , China ' s financial industry , especially commercial banks , has been deeply changed through institutional change . Financial exclusion is an important visual angle to explain China ' s economic growth and regional economic non - equilibrium development . To this end , by combing the methods of measure financial exclusion and the selection of relevant indexes in the current literature , this paper constructs a measure index system of our country ' s financial exclusion index from three dimensions of geographic penetration , financial product contact and utility of financial services , and calculates the financial exclusion index of 2578 districts in 31 provinces , municipalities and autonomous regions of China from 2006 to 2010 using the relative comparison method . Because of the availability of data , the paper uses 2578 districts and counties data of 2862 counties in the country as the research object . Then the relationship between financial exclusion and economic growth is studied and summarized . Based on the relevant characteristics of China ' s economic development , the relationship between financial exclusion and economic growth is analyzed . The research results of this paper have some reference significance for deepening understanding of county financial exclusion in our country , scientifically evaluating the degree of financial exclusion in our country and regional differences , and developing macro - economic policies to reduce the level of financial exclusion in various regions of our country .
