【摘要】：長(zhǎng)吉圖地區(qū)的開(kāi)發(fā)開(kāi)放是東北地區(qū)特別是吉林省堅(jiān)持改革開(kāi)放、國(guó)際合作的重要載體,是我國(guó)深入推進(jìn)東北亞區(qū)域國(guó)際合作開(kāi)發(fā)的有力措施和長(zhǎng)遠(yuǎn)謀劃。而作為整個(gè)東北亞區(qū)域地理核心區(qū)的延邊朝鮮族自治州,其8個(gè)縣市全部位于長(zhǎng)吉圖開(kāi)發(fā)開(kāi)放先導(dǎo)區(qū)前沿部分,長(zhǎng)吉圖開(kāi)發(fā)開(kāi)放為延邊州帶來(lái)比過(guò)去更好的發(fā)展機(jī)遇和平臺(tái),再次提升了其在中國(guó)參與圖們江流域國(guó)際合作中的帶動(dòng)作用,延邊州未來(lái)經(jīng)濟(jì)發(fā)展的環(huán)境更加優(yōu)化了。本文首先闡釋了涉及長(zhǎng)吉圖開(kāi)發(fā)開(kāi)放和延邊經(jīng)濟(jì)的一些區(qū)域經(jīng)濟(jì)基本理論,然后按照時(shí)間和邏輯順序,從介紹長(zhǎng)吉圖開(kāi)發(fā)開(kāi)放的國(guó)內(nèi)國(guó)際背景開(kāi)始,指出《中國(guó)圖們江區(qū)域合作開(kāi)發(fā)規(guī)劃綱要——以長(zhǎng)吉圖為開(kāi)發(fā)開(kāi)放先導(dǎo)區(qū)》(以下簡(jiǎn)稱《長(zhǎng)吉圖規(guī)劃綱要》)是以我國(guó)改革開(kāi)放30年的輝煌成就為契機(jī),進(jìn)一步擴(kuò)大對(duì)外開(kāi)放、加強(qiáng)國(guó)際交流與合作的廣闊平臺(tái),特別是美國(guó)次貸危機(jī)引發(fā)全球經(jīng)濟(jì)危機(jī),而東北亞各國(guó)政治局勢(shì)趨于緩和迫切需要發(fā)展經(jīng)濟(jì)的背景下,東北亞各國(guó)重新認(rèn)識(shí)到通過(guò)加強(qiáng)區(qū)域合作帶動(dòng)本國(guó)經(jīng)濟(jì)發(fā)展的重要性,互相表達(dá)了積極參加國(guó)際區(qū)域經(jīng)濟(jì)合作的意愿,并且相繼采取了一些實(shí)際行動(dòng)促進(jìn)國(guó)家之間的交流與合作,這次經(jīng)濟(jì)危機(jī)對(duì)世界的政治經(jīng)濟(jì)形勢(shì)產(chǎn)生了巨大影響,為東北亞各國(guó)未來(lái)發(fā)展帶來(lái)機(jī)遇與挑戰(zhàn),也為我國(guó)積極參與東北亞區(qū)域經(jīng)濟(jì)合作,發(fā)揮引領(lǐng)帶動(dòng)國(guó)際區(qū)域經(jīng)濟(jì)合作與發(fā)展準(zhǔn)備了條件。 本文以長(zhǎng)吉圖開(kāi)發(fā)開(kāi)放自提出到戰(zhàn)略部署的大背景開(kāi)始,引入這項(xiàng)國(guó)家重大對(duì)外開(kāi)放舉措的深遠(yuǎn)意義和長(zhǎng)期目標(biāo),重點(diǎn)研究延邊經(jīng)濟(jì)近年來(lái)在長(zhǎng)吉圖開(kāi)發(fā)開(kāi)放提出后的發(fā)展情況,明確了延邊州未來(lái)發(fā)展的各種優(yōu)勢(shì)條件,全面發(fā)揮其作為長(zhǎng)吉圖開(kāi)發(fā)開(kāi)放前沿的橋頭堡作用,先行先試、勇于探索、克服困難,開(kāi)拓出新時(shí)代背景下我國(guó)改革開(kāi)放的新道路,樹立國(guó)際區(qū)域經(jīng)濟(jì)合作的新模式,實(shí)現(xiàn)延邊經(jīng)濟(jì)協(xié)調(diào)、快速、健康發(fā)展,成為吉林省乃至東北地區(qū)的新的經(jīng)濟(jì)增長(zhǎng)極。
[Abstract]:The development and opening up of Changjitu region is an important carrier for the Northeast region, especially Jilin Province, to adhere to reform and opening up and international cooperation. Yanbian Korean Autonomous Prefecture, which is the core geographical area of the whole Northeast Asia, is a powerful measure and long-term plan for our country to promote the development of international cooperation in Northeast Asia. All of its 8 counties and cities are located in the front section of the Changjitu Development and opening Pioneer area, and the Changjitu Development and opening up brings Yanbian County a better development opportunity and platform than in the past. Has once again enhanced its leading role in China's participation in international cooperation in the Tumen River Basin. The environment for the future economic development of Yanbian prefecture is more optimized. This paper first explains some basic theories of regional economy related to the development and opening of Changjitu and Yanbian economy, and then according to the time and logical order, Starting with an introduction to the domestic and international background of Changji Tu's development and opening up, It is pointed out that the outline of China's Tumen River Regional Cooperative Development Planning-taking Changji Tu as the opening leading area (hereinafter referred to as "Changjitu Planning outline") is an opportunity to further expand the opening up to the outside world based on the brilliant achievements of China's reform and opening up over the past 30 years. The broad platform for strengthening international exchanges and cooperation, especially in the context of the global economic crisis triggered by the subprime mortgage crisis in the United States, and the tendency of the countries in Northeast Asia to ease the political situation and urgently need to develop their economies, Recognizing once again the importance of promoting their economic development through enhanced regional cooperation, the countries of North-East Asia have expressed one another's willingness to participate actively in international regional economic cooperation, And has successively taken some practical actions to promote exchanges and cooperation between countries. This economic crisis has had a great impact on the world political and economic situation, and has brought opportunities and challenges to the future development of the countries in Northeast Asia. It also provides conditions for our country to take an active part in regional economic cooperation in Northeast Asia and to lead and promote international regional economic cooperation and development. This paper begins with the background from the opening of Changjitu development to the strategic deployment, and introduces the far-reaching significance and long-term goal of the country's major opening to the outside world. This paper focuses on the development of Yanbian economy after it was put forward in recent years after the opening up of Changjitu development, clarifies the various advantages of the future development of Yanbian County, and gives full play to its role as the bridgehead of Changjitu development and opening front. Brave to explore, overcome difficulties, open up a new road of China's reform and opening up under the background of the new era, set up a new mode of international regional economic cooperation, realize Yanbian's economic coordination, rapid and healthy development, Jilin Province and even the northeast region of the new economic growth pole.
