【摘要】：基于當(dāng)前我國屠宰行業(yè)存在的問題,分析了屠宰產(chǎn)業(yè)供給側(cè)結(jié)構(gòu)性改革的必要性和可行性,提出了屠宰行業(yè)供給側(cè)結(jié)構(gòu)性改革的目標(biāo)和建議。目前,我國屠宰行業(yè)發(fā)展整體水平偏低,屠宰企業(yè)"多、小、散、亂、差"局面長期存在,成為制約屠宰產(chǎn)業(yè)轉(zhuǎn)型升級進(jìn)程中亟需解決的關(guān)鍵問題。分散屠宰的格局不改變,規(guī)模化、標(biāo)準(zhǔn)化、工業(yè)化、現(xiàn)代化的屠宰方式就難以擴(kuò)大,規(guī)模企業(yè)虧損及小微型企業(yè)數(shù)量減少的趨勢就難以扭轉(zhuǎn),食品安全也很難保障。因此,必須從供給側(cè)結(jié)構(gòu)性改革推動(dòng)屠宰產(chǎn)業(yè)轉(zhuǎn)型升級。研究表明,我國規(guī)模以上屠宰加工企業(yè)屠宰能力提升空間大、分布廣泛,屠宰產(chǎn)業(yè)發(fā)展總體狀況具備轉(zhuǎn)型升級的基本條件。為從根本上解決制約屠宰產(chǎn)業(yè)轉(zhuǎn)型升級的癥結(jié)、推動(dòng)屠宰產(chǎn)業(yè)發(fā)展、促進(jìn)國民經(jīng)濟(jì)發(fā)展,提出了提高標(biāo)準(zhǔn)以嚴(yán)格屠宰加工準(zhǔn)入條件、堅(jiān)決取締不達(dá)標(biāo)的小型屠宰場點(diǎn)、提高規(guī)模以全面提升屠宰企業(yè)的競爭力、充分發(fā)揮市場經(jīng)濟(jì)的調(diào)配作用、發(fā)揮地方政府引導(dǎo)作用等措施。
[Abstract]:Based on the existing problems of slaughtering industry in China, this paper analyzes the necessity and feasibility of the structural reform of the slaughterhouse supply side, and puts forward the objectives and suggestions for the structural reform of the slaughterhouse supply side. At present, the overall level of slaughtering industry in China is low and the slaughterhouse "many, small, scattered, messy and poor" has long existed and has become a restriction of slaughterhouse. The structure of slaughtering slaughterhouse is the key problem that needs to be solved. The pattern of slaughterhouse is not changed, the scale, standardization, industrialization and modernized slaughter are difficult to expand. The trend of the loss of scale enterprises and the reduction of small and micro enterprises is difficult to reverse, and the food safety is hard to be guaranteed. Therefore, the structure of the food safety must be changed from the supply side. The study shows that the slaughtering and processing enterprises in our country have a large space for slaughtering and extensive distribution, and the overall situation of slaughtering industry has the basic conditions for the transformation and upgrading. It is a fundamental solution to the crux of the transformation and upgrading of slaughterhouse industry, the development of slaughtering industry and the development of the national economy. This paper puts forward some measures to improve the standard of slaughtering and processing access, resolutely suppress small slaughterhouses, improve the competitiveness of slaughterhouses, fully play the role of market economy, and give play to the guiding role of local government.
