【摘要】：當(dāng)前,中國(guó)農(nóng)業(yè)發(fā)展的主要矛盾已經(jīng)由過(guò)去的總量不足轉(zhuǎn)變?yōu)榻Y(jié)構(gòu)性矛盾。本文從部門結(jié)構(gòu)、產(chǎn)品結(jié)構(gòu)、組織結(jié)構(gòu)、技術(shù)結(jié)構(gòu)、外貿(mào)結(jié)構(gòu)和空間結(jié)構(gòu)等方面,深入分析了當(dāng)前中國(guó)農(nóng)業(yè)發(fā)展面臨的結(jié)構(gòu)性矛盾。改革開(kāi)放以來(lái),面對(duì)農(nóng)產(chǎn)品總量不足,中國(guó)實(shí)行了以"保增產(chǎn)"為核心目標(biāo)的增產(chǎn)導(dǎo)向型農(nóng)業(yè)政策。這種政策有力地刺激了農(nóng)產(chǎn)品產(chǎn)量增長(zhǎng),保障了農(nóng)產(chǎn)品供給和國(guó)家糧食安全,促進(jìn)了農(nóng)業(yè)綜合生產(chǎn)能力的提高,但并沒(méi)有從根本上破解農(nóng)業(yè)國(guó)際競(jìng)爭(zhēng)力不強(qiáng)、生產(chǎn)效益不高、農(nóng)民增收難、農(nóng)產(chǎn)品質(zhì)量和安全問(wèn)題凸顯等長(zhǎng)期困擾中國(guó)農(nóng)業(yè)發(fā)展的難題。隨著發(fā)展階段的轉(zhuǎn)變和居民消費(fèi)層次的升級(jí),中國(guó)農(nóng)業(yè)發(fā)展將進(jìn)入全面轉(zhuǎn)型升級(jí)的新階段,國(guó)家農(nóng)業(yè)政策亟需從過(guò)去主要依靠化學(xué)農(nóng)業(yè)支撐產(chǎn)量增長(zhǎng)的增產(chǎn)導(dǎo)向型政策,轉(zhuǎn)變?yōu)橐跃G色農(nóng)業(yè)為支撐、追求質(zhì)量和效率的質(zhì)效導(dǎo)向型政策。實(shí)行質(zhì)效導(dǎo)向型農(nóng)業(yè)政策,必須以提高質(zhì)量和效率為核心目標(biāo),圍繞降成本、提質(zhì)量、增效益,采取供給側(cè)結(jié)構(gòu)性改革方式和組合式政策,從根本上有效破解農(nóng)業(yè)結(jié)構(gòu)性矛盾,增強(qiáng)農(nóng)業(yè)國(guó)際競(jìng)爭(zhēng)力和可持續(xù)發(fā)展能力。
[Abstract]:At present, the main contradiction of China's agricultural development has changed from the past insufficient amount to structural contradiction. In this paper, the structural contradictions of agricultural development in China are analyzed in terms of department structure, product structure, organizational structure, technical structure, foreign trade structure and spatial structure. Since the reform and opening up, faced with the shortage of agricultural products, China has implemented an agricultural policy with the core goal of "ensuring production increase". This policy has powerfully stimulated the growth of agricultural production, guaranteed the supply of agricultural products and national food security, and promoted the improvement of comprehensive agricultural production capacity, but it has not fundamentally solved the fact that the international competitiveness of agriculture is weak and the efficiency of production is not high. Farmers' income increase, agricultural product quality and safety issues have long plagued China's agricultural development. With the transformation of the development stage and the upgrading of the resident consumption level, China's agricultural development will enter a new stage of comprehensive transformation and upgrading. To change to green agriculture as the support, the pursuit of quality and efficiency of the quality-oriented policy. To carry out the quality-effect-oriented agricultural policy, we must take the improvement of quality and efficiency as the core goal, focus on reducing cost, raising quality and increasing efficiency, adopt the supply-side structural reform and combination policy, so as to solve the structural contradiction of agriculture fundamentally and effectively. We will strengthen the international competitiveness of agriculture and its ability to develop sustainably.
