【摘要】：農(nóng)地拋荒雖自實施家庭承包制以來就已存在,但現(xiàn)有蔓延趨勢。面對土地拋荒,管理主體均呈現(xiàn)缺位現(xiàn)象。作為承包方的農(nóng)戶家庭土地權(quán)利彰顯,履行承包義務(wù)卻不到位;作為土地發(fā)包方的村組組織內(nèi)外交困,監(jiān)督管理不到位;作為土地管理方的基層政府有自身偏好,管理職能上錯位。遏制農(nóng)地拋荒,需要恢復(fù)和增強各主體的職責,引導(dǎo)農(nóng)戶家庭的義務(wù)履行、賦權(quán)村組組織的積極行為和督促基層政府盡職盡責。
[Abstract]:The agricultural land shortage has existed since the implementation of family contract system, but the current spread trend. Facing the land abandonment, the management subjects are absent. As a contractor, the farmers' family land rights show and the contractual obligations are not in place; as a land contracting party, the village group is poor and the supervision management is not in place; as a land management. The grass-roots government of Li Fang has its own preference and mismanagement in its management function. It is necessary to restore and strengthen the responsibilities of the main bodies, to guide the duties of farmers and families, to empower the active behavior of the village organizations and to urge the grass-roots government to make due diligence.
