【摘要】：面向“三農”，是黨中央、國務院賦予農業(yè)銀行的重要歷史使命。吉林省作為我國農業(yè)大省，是國家重要的商品糧基地，這使得吉林省的“三農”問題有著顯著的代表性。吉林省農行在服務“三農”過程中尚存在一定的問題，如何發(fā)揮吉林省農行的優(yōu)勢和克服存在的問題，是吉林省農行充分發(fā)揮服務“三農”作用亟待解決的問題。 本文以農村金融市場理論、制度變遷理論、信息不對稱理論以及交易費用理論為基礎，采用規(guī)范分析與實證分析相結合的研究方法，，對中國農業(yè)銀行吉林省分行服務“三農”問題進行研究，旨在為促進吉林省農行更好地服務于“三農”提供政策參考。 論文首先系統(tǒng)闡述了吉林省農行“三農”服務的現(xiàn)狀。其次以現(xiàn)狀為基礎對吉林省農行“三農”服務存在的問題及其原因進行了分析。當前吉林省農行“三農”服務的問題主要體現(xiàn)在制度體系和運行機制尚未完善、“三農”貸款投入低、信貸制度和業(yè)務流程繁瑣復雜、服務效率較低等方面。導致這些問題存在的原因主要在于對農村金融業(yè)務重視程度不夠、農村金融環(huán)境脆弱、信貸投放效益低等。最后有針對性地提出了加強吉林省農行“三農”服務的對策建議，具體包括吉林省農行服務“三農”、支持縣域經濟發(fā)展的基本原則和諸如堅持制度創(chuàng)新、重構針對“三農”的信貸管理制度和業(yè)務流程、合理協(xié)調城鄉(xiāng)業(yè)務等具體對策措施。
[Abstract]:Facing agriculture, rural areas and farmers is an important historical mission entrusted to the Agricultural Bank by the CPC Central Committee and the State Council. As a big agricultural province in our country, Jilin Province is an important commodity grain base of our country. The Agricultural Bank of Jilin Province still has some problems in the process of serving agriculture, rural areas and farmers. How to give full play to the advantages and overcome the existing problems of the Agricultural Bank of Jilin Province is an urgent problem to be solved to give full play to the role of the Agricultural Bank of Jilin Province in serving the "three rural areas". Based on the theory of rural financial market, the theory of institutional change, the theory of information asymmetry and the theory of transaction cost, this paper adopts the research method of combining normative analysis with empirical analysis. This paper studies the service of Agriculture Bank of China Jilin Province Branch in order to provide policy reference for promoting Agricultural Bank of Jilin Province to better serve for agriculture, countryside and farmers. Firstly, the paper systematically expounds the present situation of Agricultural Bank of Jilin Province's agriculture, rural areas and farmers service. Secondly, based on the present situation, the problems and causes of Agricultural Bank of Jilin Province's agriculture, rural areas and farmers service are analyzed. At present, the problems of Agricultural Bank of Jilin Province in the service of agriculture, rural areas and farmers are mainly reflected in the imperfect system and operating mechanism, the low investment in loans for agriculture, rural areas and farmers, the complicated credit system and business process, the low efficiency of service, and so on. The main reasons for these problems lie in the lack of attention to rural financial business, the fragility of rural financial environment and the low benefit of credit. Finally, the paper puts forward the countermeasures and suggestions to strengthen the service of Agriculture Bank of Jilin Province, including the service of Agriculture Bank of Jilin Province for agriculture, rural areas and farmers, supporting the basic principles of county economic development and persisting in institutional innovation. Reconstructing the credit management system and business process for agriculture, rural areas and farmers, and rationally coordinating the urban and rural business and other specific countermeasures.
