【摘要】：我國是農(nóng)業(yè)大國,農(nóng)村人口占到了全國總?cè)丝诘慕叱�。而貧�?往往就發(fā)生在發(fā)展中國家的農(nóng)村地區(qū)�？梢哉f,我國農(nóng)村發(fā)展的程度如何,在某種程度上更是決定了整個中國社會的總體發(fā)展程度。因此,消除貧困,不僅對于當今的中國而言是困擾已久的歷史性問題,更是關乎發(fā)展的重要課題。本論文的目的,正是要“以點帶面”,以大沙村為基點聚焦扶貧情況,進行深入研究與調(diào)研走訪。同時,圍繞大沙村對口扶貧過程中存在的問題和政策實施效果,從更加宏觀的角度,進行更為系統(tǒng)的梳理,得出切實可行的全國層面“對口扶貧”工作的對策與建議,為今后的政策確立與實施提供理論與依據(jù)。進而幫助更多像大沙村一樣的中國農(nóng)村,走上真正意義上的“對口扶貧”之路、致富之路、長期穩(wěn)健的發(fā)展之路。本文由以下六個章節(jié)組成,主要內(nèi)容及觀點簡述如下:第一章為緒論,主要論述了本文選題的緣由,以及在國內(nèi)外學者就該課題的研究成果基礎上本文所提出的研究思路、方法與創(chuàng)新點等;第二章為相關理論基礎,主要對“對口扶貧”相關概念和理論基礎進行界定與總結;第三章圍繞大沙村現(xiàn)狀,將其基本情況與貧困情況進行梳理說明,并就大沙村目前的貧困特點進行了總結;第四章主要從大沙村對口扶貧單位的扶貧措施、成效,以及工作中存在的主要問題入手,對大沙村口扶貧問題及原因進行綜合分析。第五章,結合我國三十多年來對農(nóng)村地區(qū)對口扶貧的政策發(fā)展及經(jīng)驗教訓,為下文大沙村的對口扶貧提供寶貴資料;第六章,在之前文章的基礎上,從資金使用效率、基礎設施建設、扶貧政策及自主造血四大方面提出改進大沙村對口扶貧工作對策。第七章,即為本文結論部分。
[Abstract]:China is a large agricultural country, the rural population accounted for nearly 70% of the total population. Poverty, however, often occurs in rural areas of developing countries. It can be said that the degree of rural development in China, to some extent, determines the overall development of the whole Chinese society. Therefore, poverty eradication is not only a historical problem that has been troubled for a long time in China, but also an important subject of development. The purpose of this paper is to focus on poverty alleviation in Dasha Village. At the same time, according to the existing problems and the effect of policy implementation in Dasha Village, from a more macroscopic perspective, the author makes a more systematic combing, and obtains feasible countermeasures and suggestions for "counterpart poverty alleviation" at the national level. To provide the theory and the basis for the future policy establishment and implementation. Thus, it helps more Chinese rural areas like Dasha Village to take the road of "poverty alleviation", the road of becoming rich and the road of long-term steady development. This paper is composed of the following six chapters, the main contents and viewpoints are summarized as follows: the first chapter is the introduction, mainly discusses the reason of this topic, and the research ideas put forward in this paper based on the research results of domestic and foreign scholars on this topic. The second chapter is the related theoretical basis, which mainly defines and summarizes the related concepts and theoretical basis of "counterpart poverty alleviation"; the third chapter focuses on the current situation of Dasha Village, combing its basic situation and poverty situation. The fourth chapter analyzes the poverty alleviation problems and causes in Dasha Village from the aspects of poverty alleviation measures, results and main problems in the work. The fifth chapter, combined with the policy development and experience of poverty alleviation in rural areas over the past 30 years, provides valuable information for the corresponding poverty alleviation in Dasha Village. Chapter VI, on the basis of the previous articles, provides valuable information on the efficiency of capital use. Four aspects of infrastructure construction, poverty alleviation policy and autonomous hematopoiesis are put forward. The seventh chapter is the conclusion of this paper.
