雄安新區(qū)土地利用空間特征及起步區(qū)方案比選研究

【摘要】:雄安新區(qū)是千年大計(jì)、國家大事。深入分析雄安新區(qū)土地利用的現(xiàn)狀空間特征,對(duì)于推進(jìn)新區(qū)高起點(diǎn)高標(biāo)準(zhǔn)規(guī)劃建設(shè)具有重要意義。本文基于多時(shí)相Landsat-TM/ETM+/OLI遙感數(shù)據(jù)解譯,分析了雄安新區(qū)土地利用的總體特征,并重點(diǎn)研究了建設(shè)用地節(jié)約集約利用的潛力和耕地質(zhì)量的區(qū)域差異。提出了雄安新區(qū)起步區(qū)的三個(gè)可能備選方案,并分析了其各自利弊。研究表明,雄安新區(qū)土地呈"六田、二建、一水、半分林"特征;現(xiàn)狀建設(shè)用地尤其是農(nóng)村建設(shè)用地的節(jié)約、集約利用潛力較大;耕地質(zhì)量及其利用強(qiáng)度的空間差異顯著,容城、安新耕地質(zhì)量好,復(fù)種指數(shù)高,分別達(dá)1.92和1.87,雄縣耕地質(zhì)量較差,復(fù)種指數(shù)明顯偏低,僅為1.32。綜合考慮起步區(qū)的相對(duì)完整性、未來發(fā)展的可拓展性、與周邊縣市的兼顧性和防洪安全性,統(tǒng)籌權(quán)衡優(yōu)質(zhì)耕地保護(hù)和建設(shè)用地征收拆遷成本等因素,本文建議以位于容城東部與安新、雄縣交接處的"中方案"作為起步區(qū)的優(yōu)先方案。針對(duì)新區(qū)建設(shè)需要大量占用土地的現(xiàn)實(shí)需求,本文建議優(yōu)先通過農(nóng)村(含鄉(xiāng)鎮(zhèn))集體建設(shè)用地的征收與節(jié)約集約利用解決;新區(qū)建設(shè)不可避免會(huì)占用耕地,建議優(yōu)先安排占用等級(jí)較低的耕地,盡量保護(hù)優(yōu)質(zhì)高產(chǎn)耕地;建議合理確定土地征收與征用時(shí)序,分類施策,優(yōu)化土地資源管控。同時(shí)指出,雄安新區(qū)大部分地勢(shì)相對(duì)較低,新區(qū)規(guī)劃、選址和建設(shè)需要高度關(guān)注防洪排水問題。
[Abstract]:Xiong an New area is a millennium plan, a national event. It is of great significance to analyze the present situation and spatial characteristics of land use in Xiong'an New area for promoting the planning and construction of high starting point and high standard in Xiong'an New area. Based on the interpretation of multitemporal Landsat-TM/ETM / OLI remote sensing data, this paper analyzes the general characteristics of land use in Xiong'an New area, and focuses on the potential of saving intensive use of construction land and the regional difference of cultivated land quality. Three possible options for the starting area of Xiong'an New area are put forward, and their respective advantages and disadvantages are analyzed. The study shows that the land in Xiong'an New area is characterized by "six fields, two constructions, one water and half forest"; the present construction land, especially the rural construction land, has a great potential for intensive utilization; the spatial difference of cultivated land quality and its utilization intensity is significant. In Rongcheng, Anxin cultivated land is of good quality and the index of multiple cropping is high, reaching 1.92 and 1.87 respectively. The quality of cultivated land in Xiong County is poor, and the index of multiple cropping is obviously low, which is only 1.32. Taking into account the relative integrity of the starting area, the expansibility of future development, the consideration of the surrounding counties and cities and the safety of flood control, the overall balance between the protection of high-quality cultivated land and the cost of expropriation and removal of construction land, This paper suggests that the "middle plan" located in the eastern part of Rongcheng and Anxin, Xiong County as the priority scheme in the starting area. In view of the realistic demand that the construction of the new area needs a large amount of land, this paper suggests that priority should be given to solving the problem of expropriation and intensive utilization of the collective construction land in the countryside (including villages and towns), and that the construction of the new area will inevitably occupy the cultivated land. It is suggested that priority should be given to the cultivated land of low occupation grade, and the high quality and high yield cultivated land should be protected as far as possible, and the timing of land expropriation and expropriation should be reasonably determined, the policies should be classified and applied, and the land resource At the same time, it is pointed out that most of the topography of Xiong'an New area is relatively low, and the planning, site selection and construction of the new area need to pay close attention to flood control and drainage problems.
