【摘要】：農(nóng)為邦本,今年是中央一號(hào)文件持續(xù)聚焦我國(guó)三農(nóng)問(wèn)題的第十七個(gè)年頭,新形勢(shì)下農(nóng)業(yè)、農(nóng)村、農(nóng)民有了新的發(fā)展,也隨之出現(xiàn)了一系列新的問(wèn)題。其中,農(nóng)村經(jīng)濟(jì)健康發(fā)展和農(nóng)村社會(huì)穩(wěn)定相互影響、相輔相成,是直接關(guān)系到廣大農(nóng)民群眾切身利益的根本性問(wèn)題。農(nóng)村財(cái)務(wù)管理作為其中一項(xiàng)重要影響因素,有著舉足輕重的地位。隨著我國(guó)農(nóng)村集體財(cái)務(wù)管理工作在規(guī)范化建設(shè)方面的發(fā)展,近年間其中存在的一系列問(wèn)題得到一定程度上的改善,曾經(jīng)混亂、不規(guī)范的局面有所扭轉(zhuǎn),但改革過(guò)程中仍存在不少制約性、瓶頸性問(wèn)題,非但不利于農(nóng)村經(jīng)濟(jì)的健康穩(wěn)定發(fā)展,阻礙社會(huì)主義新農(nóng)村建設(shè)步伐,也增加了影響農(nóng)村社會(huì)團(tuán)結(jié)穩(wěn)定的不利因素,破壞社會(huì)主義和諧社會(huì)大局的構(gòu)建。因此,結(jié)合當(dāng)前我國(guó)“三農(nóng)”現(xiàn)狀,對(duì)國(guó)內(nèi)村級(jí)財(cái)務(wù)管理工作中存在的問(wèn)題及其成因進(jìn)行科學(xué)分析,并針對(duì)性的提出改進(jìn)措施,探索新型管理模式,挖掘農(nóng)村財(cái)務(wù)自我管理潛質(zhì)。文章結(jié)合實(shí)際,努力查找我國(guó)村級(jí)財(cái)務(wù)管理工作中的漏洞,科學(xué)分析現(xiàn)有管理模式中存在的問(wèn)題,深入挖掘當(dāng)前村級(jí)財(cái)務(wù)管理工作模式弊端產(chǎn)生的因素,圍繞人員素質(zhì)、財(cái)務(wù)制度、民主機(jī)制等方面提出了相應(yīng)的解決對(duì)策,以求能在促進(jìn)我國(guó)村級(jí)財(cái)務(wù)管理的健康有序發(fā)展方面貢獻(xiàn)一己微薄之力。
[Abstract]:This year is the 17th year in which the first document of the Central Committee has continuously focused on the issue of agriculture, rural areas and farmers in our country. Under the new situation, agriculture, rural areas, and farmers have had new development, and a series of new problems have also appeared. Among them, the healthy development of rural economy and the stability of rural society influence each other and complement each other, which is a fundamental problem directly related to the vital interests of the broad masses of farmers. Rural financial management as one of the important factors, has a pivotal position. With the development of the rural collective financial management in our country in the standardization construction, a series of problems have been improved to some extent in recent years. However, there are still many restrictive and bottleneck problems in the process of reform. Not only are they not conducive to the healthy and stable development of the rural economy and hinder the pace of building a new socialist countryside, but they also increase the unfavorable factors that affect the unity and stability of the rural society. To destroy the overall situation of socialist harmonious society. Therefore, according to the present situation of "three rural areas" in our country, the problems and their causes in the financial management at village level in China are analyzed scientifically, and the improvement measures are put forward to explore the new management mode. Tap rural financial self-management potential. Combined with the practice, the article tries to find the loopholes in the financial management of village level in our country, scientifically analyzes the problems existing in the existing management mode, and deeply excavates the factors that cause the malpractice of the current financial management mode at the village level, and revolves around the quality of the personnel. In order to promote the healthy and orderly development of village-level financial management in our country, the author puts forward the corresponding countermeasures in the aspects of financial system and democratic mechanism, so as to contribute to the development of village financial management.
