【摘要】：農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)是社會(huì)保障體系必不可少的一部分。盤錦市興隆臺(tái)區(qū)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)事業(yè)在取得成績的同時(shí),也暴露出諸多的問題,再加上工業(yè)化、城市化、老齡化對經(jīng)濟(jì)發(fā)展、社會(huì)發(fā)展所造成的影響,這就更需要完善興隆臺(tái)區(qū)的新農(nóng)保制度。立足盤錦市興隆臺(tái)區(qū)的具體情況,結(jié)合在興隆臺(tái)區(qū)的走訪調(diào)查結(jié)果,就如何優(yōu)化興隆臺(tái)區(qū)新農(nóng)保擴(kuò)面問題提出了比較合理、有針對性的建議。首先,著重簡介本文探討的背景、意義、重要概念界定以及國內(nèi)和國外的研究現(xiàn)狀。通過對興隆臺(tái)區(qū)新農(nóng)保擴(kuò)面的基礎(chǔ)及內(nèi)容、進(jìn)程及成效等方面的調(diào)查,分析了興隆臺(tái)區(qū)新農(nóng)保擴(kuò)面的發(fā)展進(jìn)程,總結(jié)了興隆臺(tái)區(qū)新農(nóng)保擴(kuò)面存在的急需解決的主要問題,具體歸納為四個(gè)方面：一是資金統(tǒng)籌不均衡；二是現(xiàn)行保障水平偏低；三是基層管理協(xié)調(diào)推進(jìn)難；四是農(nóng)民參保意識(shí)不強(qiáng)。其次,以福利經(jīng)濟(jì)學(xué)理論、制度化管理理論、公平理論等具體理論為依據(jù),借鑒國內(nèi)外先進(jìn)經(jīng)驗(yàn),結(jié)合盤錦市興隆臺(tái)區(qū)本地實(shí)際情況,借鑒國內(nèi)外的先進(jìn)經(jīng)驗(yàn),提出盤錦市興隆臺(tái)區(qū)新農(nóng)保擴(kuò)面優(yōu)化方案設(shè)計(jì)及優(yōu)化方案的可行性分析。最后,針對盤錦市興隆臺(tái)區(qū)新農(nóng)保擴(kuò)面進(jìn)程中面臨的問題,逐一分析,提出具體可行性對策。主要包括：完善新農(nóng)�；�金管理體系；完善新型農(nóng)村養(yǎng)老保險(xiǎn)制度建設(shè)；加大政府對新農(nóng)保的扶持力度；完善農(nóng)民參保的激勵(lì)機(jī)制。希望能通過對盤錦市興隆臺(tái)區(qū)新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)擴(kuò)面問題的研究對全國的順利實(shí)施與全面覆蓋提供一定的借鑒。
[Abstract]:Rural social endowment insurance is an indispensable part of the social security system. While the rural social endowment insurance in Xinglongtai District of Panjin City has made achievements, it has also exposed many problems, along with industrialization and urbanization. The impact of aging on economic development and social development, which makes it even more necessary to improve the new rural security system in Xinglongtai District. Based on the specific situation in Xinglongtai District of Panjin City and combined with the results of the survey conducted in Xinglongtai District, This paper puts forward some reasonable and targeted suggestions on how to optimize the expansion of new rural insurance in Xinglongtai District. First of all, the background and significance of this paper are briefly introduced. Through the investigation of the foundation, content, process and effect of the new rural insurance extension in Xinglongtai District, this paper analyzes the development process of the new rural insurance extension surface in Xinglongtai District. This paper summarizes the main problems that need to be solved urgently in Xinrongtai District, which are concretely summed up in four aspects: first, the imbalance of funds, secondly, the low level of current security; third, the difficulty of promoting the coordination of grass-roots management; Fourth, farmers' awareness of participating in insurance is not strong. Secondly, on the basis of specific theories such as welfare economics theory, institutionalized management theory, equity theory, and so on, drawing lessons from advanced experience at home and abroad and combining with the local actual situation in Xinglongtai District of Panjin City, Drawing on the advanced experience at home and abroad, this paper puts forward the feasibility analysis of the optimization scheme design and optimization scheme of the new rural insurance expansion plane in Xinglongtai District, Panjin City. Finally, the paper analyzes the problems in the process of the new rural insurance expansion plane in Xinglongtai District, Panjin City, one by one. The concrete feasible countermeasures are put forward, including: perfecting the management system of the new rural insurance fund; perfecting the construction of the new rural old-age insurance system; increasing the government's support for the new rural insurance; It is hoped that the study on the extension of the new rural social old-age insurance in Xinglongtai District of Panjin City can provide some reference for the smooth implementation and comprehensive coverage of the whole country.
