【摘要】：精準扶貧是中國經(jīng)濟社會進入轉(zhuǎn)型期間在扶貧工作中做出的重大創(chuàng)新舉措,也是當前有效化解城鄉(xiāng)二元結(jié)構矛盾,改善少數(shù)民族貧困縣縣域扶貧治理的最佳路徑。本文分析了目前中國縣域扶貧工作"內(nèi)卷化"矛盾,論述了絕對"科層化"導致其矛盾的成因,創(chuàng)新提出少數(shù)民族貧困縣縣域扶貧治理的路徑選擇,要遵循國家供給側(cè)結(jié)構性改革的戰(zhàn)略思路,運用"緩和曲線"原理,選擇最佳工作路徑,實現(xiàn)全面建成小康社會的戰(zhàn)略目標。
[Abstract]:Precision poverty alleviation is a major innovation in poverty alleviation during the transition period of China's economy and society, and it is also an effective solution to the contradiction between urban and rural dual structures. The best way to improve poverty alleviation in poor minority counties is analyzed in this paper, and the causes of the contradictions caused by the absolute "stratification of science" in the county poverty alleviation work in China are discussed. Innovating and proposing the path choice of poverty alleviation and governance in minority poor counties, we should follow the strategic thinking of national supply-side structural reform, apply the principle of "detente curve", and choose the best working path. To realize the strategic goal of building a well-off society in an all-round way.
