【摘要】：到2020年全面消除貧困,農(nóng)村貧困人口實(shí)現(xiàn)脫貧銷號(hào),如期實(shí)現(xiàn)脫貧攻堅(jiān)目標(biāo),在這一"精準(zhǔn)扶貧、精準(zhǔn)脫貧"的戰(zhàn)略目標(biāo)引導(dǎo)下,聚焦減貧、脫貧的研究成為了"官產(chǎn)學(xué)"各界探討的熱點(diǎn)問(wèn)題。資產(chǎn)扶貧新模式彌補(bǔ)了原有收入扶貧的不足,建立起穩(wěn)定增收的長(zhǎng)效機(jī)制,將扶貧資金由"不可再生資源"變成"可再生資源"。從資產(chǎn)貧困視角制定扶貧戰(zhàn)略和標(biāo)準(zhǔn),能抓住貧困人口的貧根,并且能激發(fā)或改善脫貧家庭的未來(lái)發(fā)展現(xiàn)狀,因?yàn)橘Y產(chǎn)具有長(zhǎng)期的發(fā)展功能。同時(shí)通過(guò)與傳統(tǒng)扶貧政策的效率相比,可以為政策的動(dòng)態(tài)調(diào)整提供參考。
[Abstract]:By 2020, the poverty-stricken population in rural areas will be able to achieve poverty eradication and marketing, and achieve the goal of overcoming poverty as scheduled. Under the guidance of this strategic goal of "accurate poverty alleviation, accurate poverty relief," the focus on poverty reduction will be focused on. The research on poverty alleviation has become a hot issue that has been discussed by all circles of "government industry and education". The new model of asset poverty alleviation has made up for the deficiency of the original income and established a long-term mechanism to increase income steadily. Change poverty alleviation funds from "non-renewable resources" to "renewable resources". Developing poverty reduction strategies and standards from the perspective of asset poverty can capture the poor roots of the poor and stimulate or improve the future development status of families out of poverty, Compared with the efficiency of the traditional poverty alleviation policy, it can provide reference for the dynamic adjustment of the policy.
