LY國際技術(shù)轉(zhuǎn)移中心管理運行機制研究

【摘要】:我國國際科技合作已經(jīng)進入增速提質(zhì)的發(fā)展新階段。企業(yè)通過與國外技術(shù)先進機構(gòu)開展技術(shù)入股、技術(shù)引進、人才引進、聯(lián)合研發(fā)等模式的國際科技合作,實現(xiàn)技術(shù)升級和創(chuàng)新發(fā)展。為促進國際科技合作縱深發(fā)展,科技部自2007年啟動國家國際科技合作基地建設(shè)(國際技術(shù)轉(zhuǎn)移中心為基地形式之一),實施“項目—基地—人才”一體化發(fā)展戰(zhàn)略,以國際科技合作項目為抓手,搭建技術(shù)創(chuàng)新公共服務(wù)平臺,整合和利用國際國內(nèi)創(chuàng)新資源,服務(wù)推進企業(yè)技術(shù)改造升級和創(chuàng)新能力培育,建立風(fēng)險共擔、合作共贏的產(chǎn)學(xué)研合作機制,完善區(qū)域科技創(chuàng)新體系,發(fā)揮科技創(chuàng)新驅(qū)動經(jīng)濟社會發(fā)展效能。國際技術(shù)轉(zhuǎn)移中心經(jīng)過短短幾年快速發(fā)展,無論在數(shù)量、規(guī)模還是在管理機制建設(shè)上都取得很大的進步,服務(wù)內(nèi)容從單一的技術(shù)中介,發(fā)展到覆蓋技術(shù)轉(zhuǎn)移全過程的增值服務(wù),更廣范圍更深層次地服務(wù)企業(yè)創(chuàng)新,在科技創(chuàng)新體系中發(fā)揮著重要作用。但是與西方發(fā)達國家相比,中心發(fā)展仍存在機制建設(shè)、創(chuàng)新資源配置優(yōu)化度和利用率、服務(wù)質(zhì)量、人員綜合素質(zhì)和能力等方面的問題,制約了科技成果轉(zhuǎn)化為生產(chǎn)力的效率,也影響了科技創(chuàng)新體系支撐服務(wù)企業(yè)創(chuàng)新發(fā)展效能的發(fā)揮。本文研究了國內(nèi)外較成功的技術(shù)轉(zhuǎn)移機構(gòu)運行的先進做法,結(jié)合LY中心實際,找出中心發(fā)展的不足之處。從中心技術(shù)轉(zhuǎn)移服務(wù)與企業(yè)需求匹配度出發(fā),將企業(yè)在不同階段知識、服務(wù)需求與中心服務(wù)機制發(fā)揮進行比對,找出服務(wù)“缺位”及不適應(yīng)需求之處,從組織結(jié)構(gòu)、人力資源、創(chuàng)新資源質(zhì)量、服務(wù)機制等方面開展分析研究,深入中心管理機制尋找問題原因,探索設(shè)計支撐中心可持續(xù)發(fā)展的管理運行“LY模式”,目的是提升中心服務(wù)質(zhì)量和水平,更好地促進中心市場化運作。本文從技術(shù)轉(zhuǎn)移理論、市場化運作相關(guān)理論研究入手,以樣本實踐為出發(fā)點,用理論指導(dǎo)實踐,豐富理論。通過研究技術(shù)擴散、技術(shù)市場、中介作用機理等理論,把企業(yè)技術(shù)轉(zhuǎn)移流程劃分階段,并以其為橫向坐標,用創(chuàng)新價值鏈理論,分析各階段價值增值環(huán)節(jié),明確中心服務(wù)要以技術(shù)價值增值為切入點,提供知識服務(wù)、技術(shù)經(jīng)紀服務(wù)等,降低交易成本,防范各環(huán)節(jié)風(fēng)險,保障先進技術(shù)順利轉(zhuǎn)移轉(zhuǎn)化;基于創(chuàng)新系統(tǒng)理論,分析中心在技術(shù)創(chuàng)新系統(tǒng)中的重要作用——搭建技術(shù)供方和需求方及其他各參與方溝通合作、信息交流的橋梁,構(gòu)建產(chǎn)學(xué)研協(xié)同創(chuàng)新機制,為企業(yè)的技術(shù)轉(zhuǎn)移活動提供社會環(huán)境、政策支持服務(wù),構(gòu)建互利共贏的長效合作局面。本文認為轉(zhuǎn)移中心市場化運作重點在于商業(yè)模式的構(gòu)建。在案例分析和理論研究基礎(chǔ)上,以優(yōu)化中心技術(shù)轉(zhuǎn)移服務(wù)機制和管理運作機制為目標,從市場化商業(yè)模式四要素——客戶價值主張、盈利模式、關(guān)鍵資源、關(guān)鍵流程入手,對中心在四要素方面不足之處進行逐一分析并提出改進方案,探索建立動態(tài)能力強的組織機構(gòu)模式、人力資源模式、盈利模式、技術(shù)服務(wù)機制及實施保障機制,總結(jié)形成支撐中心可持續(xù)發(fā)展的管理運行“LY模式”。同時,通過本文研究,為科技服務(wù)機構(gòu)建設(shè)和政府構(gòu)建科技創(chuàng)新體系提供操作性強的改進策略和政策建議。
[Abstract]:China's international scientific and technological cooperation has entered a new stage of the development of speed-increasing. The enterprise realizes technological upgrading and innovative development through international scientific and technological cooperation with foreign technical advanced institutions, such as technology investment, technology introduction, talent introduction, joint R & D and other modes. In order to promote the development of international scientific and technological cooperation, the Ministry of Science and Technology launched the construction of the National International Scientific and Technological Cooperation Base in 2007 (one of the basic forms of the International Technology Transfer Center), and implemented "Project Hope Base Talents" The integrated development strategy, taking the international scientific and technological cooperation project as the grip, sets up the technical innovation public service platform, integrates and makes use of the international domestic innovation resources and services to promote the transformation and upgrading of the enterprise's technical transformation and the cultivation of innovation capability, and establishes the cooperation mechanism of the industry-research and research cooperation which has the advantages of shared risk and win-win cooperation. Perfect regional science and technology innovation system, give play to science and technology innovation to drive economic and social development effectiveness. After a few years of rapid development, the Center for International Technology Transfer has made great progress in the construction of management mechanism, and the service content is transferred from a single technology intermediary to the value-added service covering the whole process of technology transfer. More extensive scope of service enterprise innovation plays an important role in science and technology innovation system. However, compared with the western developed countries, the central development still has the problems of mechanism construction, innovation resource allocation optimization degree and utilization rate, quality of service, comprehensive quality and capability of personnel, etc., which restrict the efficiency of transformation of scientific and technological achievements into productive forces. It also influences the innovation development efficiency of support services enterprises of science and technology innovation system. This paper studies the advanced practice of the operation of the successful technology transfer mechanism at home and abroad, and points out the deficiency of the center development in combination with the reality of the LY center. Starting from the center technology transfer service and the enterprise demand matching degree, the enterprise plays a specific role in different stage knowledge, service demand and central service mechanism to find out the service." Providing knowledge services, technology brokerage services, etc., reducing transaction costs, preventing each link risk and ensuring smooth transfer of advanced technologies; based on the theory of innovation system, the analysis center plays an important role in the technological innovation system, establishes the bridge of communication and cooperation between the technical supplier and the demander and other participants, bridges the information exchange, constructs the research and research cooperative innovation mechanism, provides the social environment and the policy support service for the technical transfer activities of the enterprise, To build a long-term cooperative situation of mutual benefit and win-win. This paper holds that the marketization operation of transfer center lies in the construction of business model. On the basis of case analysis and theoretical research, with the aim of optimizing central technology transfer service mechanism and management operation mechanism, starting with four elements of market-oriented business model _ client value proposition, profit model, key resource and key process, This paper analyzes and puts forward improvement plan one by one on the deficiency of four factors in the center, and explores the organization model, human resource model, profit pattern, technical service mechanism and implementation mechanism of establishing dynamic capability, and summarizes the management and operation of the sustainable development of the supporting center."
