【摘要】：本文基于金融層面上如何支持戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展這個(gè)重要問題而展開，鑒于廣東省計(jì)劃在“十二五”期間拿出220個(gè)億財(cái)政資金來支持戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展，但這些財(cái)政資金如何更好地發(fā)揮杠桿作用，應(yīng)該采取何種金融支持模式和路徑，才能更加有利于促進(jìn)廣東戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展？同時(shí)廣東作為經(jīng)濟(jì)發(fā)達(dá)地區(qū)，面臨區(qū)域金融制度與結(jié)構(gòu)變遷，該如何主動先行先試，才能推動金融創(chuàng)新，從而促進(jìn)戰(zhàn)略性產(chǎn)業(yè)發(fā)展及產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級？廣東作為經(jīng)濟(jì)先行區(qū)，，怎樣通過金融支持能加快推進(jìn)戰(zhàn)略性產(chǎn)業(yè)發(fā)展及產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級？這些正是本文研究所在。 本文從廣東戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的現(xiàn)狀進(jìn)行分析，詳細(xì)闡述了廣東戰(zhàn)略性新興產(chǎn)業(yè)的特點(diǎn)和現(xiàn)狀，進(jìn)而梳理了廣東戰(zhàn)略性新興產(chǎn)業(yè)對金融支持的需求，從金融支持的力度和成效進(jìn)行探索，找出目前金融支持廣東戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展中存在的問題，并借鑒美國、日本和德國成功經(jīng)驗(yàn)，結(jié)合中關(guān)村和上海在戰(zhàn)略性新興產(chǎn)業(yè)方面的運(yùn)作模式，構(gòu)建一個(gè)較完整有效的金融服務(wù)支持體系，更好地促進(jìn)廣東省戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展和產(chǎn)業(yè)轉(zhuǎn)型升級。 本文采用理論分析和實(shí)證分析相結(jié)合，前三章全面梳理了金融支持的作用機(jī)理，通過金融支持戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的國際和國內(nèi)經(jīng)驗(yàn)的比較啟示，提出了廣東戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展可借鑒的經(jīng)驗(yàn)教訓(xùn)，第四章通過實(shí)證分析驗(yàn)證廣東的金融支持力度還不夠，第五章從金融規(guī)模、金融結(jié)構(gòu)及金融效率三個(gè)層面，構(gòu)建了廣東戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的金融支持模式，提出具有前瞻性、實(shí)操性的金融建議。
[Abstract]:This paper is based on the important question of how to support the development of strategic emerging industries at the financial level. In view of the fact that Guangdong Province plans to allocate 22 billion financial funds to support the development of strategic emerging industries during the 12th Five-Year Plan period, However, how can these financial funds play a better role in leverage, and what financial support modes and paths should be taken to promote the development of Guangdong's strategic emerging industries? At the same time, Guangdong, as an economically developed region, is faced with the regional financial system and structural changes. How to take the initiative to first try to promote financial innovation, thus promoting the strategic industrial development and industrial structure transformation and upgrading? How can Guangdong, as a leading economic zone, speed up the development of strategic industries and upgrade its industrial structure through financial support? These are the research institutes in this paper. This paper analyzes the current situation of Guangdong's strategic emerging industries, expounds the characteristics and present situation of Guangdong's strategic emerging industries in detail, and then combs the needs of Guangdong's strategic emerging industries for financial support. By exploring the strength and effectiveness of financial support, we can find out the problems existing in the development of Guangdong's strategic emerging industries, and learn from the successful experiences of the United States, Japan and Germany. Combined with the operating mode of Zhongguancun and Shanghai in strategic emerging industries, a more complete and effective financial service support system is constructed to promote the development of strategic emerging industries and industrial transformation and upgrading in Guangdong Province. This paper combines theoretical analysis with empirical analysis, the first three chapters comprehensively combing the mechanism of financial support, through the comparison of international and domestic experience of financial support for the development of strategic emerging industries, The paper puts forward the experience and lessons that can be used for reference in the development of Guangdong's strategic emerging industries. Chapter four proves that Guangdong's financial support is not enough through empirical analysis. The fifth chapter is from three aspects: financial scale, financial structure and financial efficiency. This paper constructs the financial support model of Guangdong strategic emerging industry, and puts forward some forward-looking and practical financial suggestions.
