【摘要】：農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營是我國深化農(nóng)村經(jīng)濟(jì)體制改革的重大創(chuàng)新,也是我國農(nóng)業(yè)增效,農(nóng)民增收和農(nóng)村發(fā)展的根本出路,是改造傳統(tǒng)農(nóng)業(yè),實現(xiàn)農(nóng)業(yè)現(xiàn)代化的客觀需要與必然選擇。自20世紀(jì)90年代初,黑龍江省提出了農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營以來,在一定程度上有效的化解了黑龍江省農(nóng)業(yè)發(fā)展中一直存在的家庭小規(guī)模經(jīng)營和農(nóng)業(yè)大市場之間的矛盾,極大的提升了農(nóng)業(yè)的市場化水平。經(jīng)過20多年的實踐,黑龍江省農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營,無論是從規(guī)模還是從效益上,都取得了一定程度的發(fā)展。農(nóng)業(yè)產(chǎn)業(yè)化的快速發(fā)展對農(nóng)村金融提出了更高的要求,但是,黑龍江省現(xiàn)有的農(nóng)業(yè)金融機(jī)構(gòu)的金融服務(wù)和金融產(chǎn)品還很不完善,金融支農(nóng)相對滯后,資金問題已日益成為黑龍江省農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展過程中的一個瓶頸�；�于此,本研究立足于黑龍江省農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展的實際狀況,對其產(chǎn)業(yè)化進(jìn)程中金融支持進(jìn)行研究。 本文通過對國內(nèi)外相關(guān)研究成果系統(tǒng)的梳理,對大量現(xiàn)有數(shù)據(jù)收集的基礎(chǔ)上,首先以西方農(nóng)村金融發(fā)展理論審視金融在現(xiàn)代農(nóng)業(yè)經(jīng)濟(jì)發(fā)展中的作用,從而得出金融發(fā)展水平與農(nóng)業(yè)經(jīng)濟(jì)增長的相關(guān)性,并將農(nóng)業(yè)信貸補(bǔ)貼理論、農(nóng)村金融市場理論與不完全競爭市場理論三者進(jìn)行總結(jié)對比,為后續(xù)部分的深入研究提供理論指導(dǎo),找出適合其發(fā)展的路徑和方向；進(jìn)一步運用規(guī)范與實證、定性與定量、微觀與宏觀相結(jié)合等方法,從總體上客觀地闡述了黑龍江省農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展的現(xiàn)狀,分析了農(nóng)業(yè)產(chǎn)業(yè)化主體(農(nóng)戶、龍頭企業(yè)、農(nóng)業(yè)合作組織)的金融需求,從財政、信貸、資本市場及民間金融四個方面,論述了黑龍江省農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展進(jìn)程中的金融供給狀況；由此針對黑龍江省農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展金融支持中出現(xiàn)的一些問題及制約因素,提出相應(yīng)的對策建議,積極發(fā)揮政府的扶持和引導(dǎo)作用,健全農(nóng)村金融供求體系,完善適合農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展要求的信用擔(dān)保與保險體系,規(guī)范和創(chuàng)新金融產(chǎn)品服務(wù),引導(dǎo)和發(fā)揮民間金融的輔助作用,并建立完善的農(nóng)業(yè)法律體系,優(yōu)化金融環(huán)境,加快構(gòu)建現(xiàn)代農(nóng)業(yè)新優(yōu)勢,從而促進(jìn)黑龍江省農(nóng)業(yè)產(chǎn)業(yè)化又好又快的發(fā)展。
[Abstract]:Agricultural industrialization management is an important innovation in deepening the reform of rural economic system in our country. It is also the fundamental outlet for increasing farmers' income and rural development. It is the objective need and inevitable choice to reform traditional agriculture and realize agricultural modernization. Since the beginning of 1990s, Heilongjiang Province has put forward the agricultural industrialization management, to a certain extent, effectively resolved the contradiction between the family small-scale management and the large agricultural market, which has always existed in the agricultural development of Heilongjiang Province. Greatly promoted the agricultural marketization level. After more than 20 years' practice, agricultural industrialization in Heilongjiang Province has developed to a certain extent, both in terms of scale and benefit. The rapid development of agricultural industrialization has put forward higher requirements for rural finance. However, the financial services and products of existing agricultural financial institutions in Heilongjiang Province are still far from perfect, and the financial support for agriculture is relatively lagging behind. The problem of capital has become a bottleneck in the development of agricultural industrialization in Heilongjiang Province. Based on this, this study is based on the actual situation of agricultural industrialization development in Heilongjiang Province, and studies the financial support in the process of agricultural industrialization. Based on the systematical analysis of domestic and foreign related research results, and on the basis of a large number of existing data collection, this paper first examines the role of finance in the development of modern agricultural economy with the theory of western rural financial development. The correlation between the level of financial development and agricultural economic growth is obtained, and the theory of agricultural credit subsidy, the theory of rural financial market and the theory of incomplete competition market are summarized and compared to provide theoretical guidance for further research. Find out the path and direction suitable for its development, further use the methods of norm and demonstration, qualitative and quantitative, microcosmic and macroscopic, etc., and expound the present situation of agricultural industrialization development in Heilongjiang Province objectively and generally. This paper analyzes the financial needs of the main bodies of agricultural industrialization (farmers, leading enterprises and agricultural cooperative organizations) from four aspects: finance, credit, capital market and folk finance. This paper discusses the situation of financial supply in the development process of agricultural industrialization in Heilongjiang Province, and puts forward corresponding countermeasures and suggestions in view of some problems and restrictive factors in the financial support of agricultural industrialization development in Heilongjiang Province. To give full play to the role of the government in supporting and guiding, to improve the system of rural financial supply and demand, to perfect the credit guarantee and insurance system suitable for the development of agricultural industrialization, to standardize and innovate financial products and services, and to guide and give play to the auxiliary role of private finance. And establish a perfect agricultural legal system, optimize the financial environment, speed up the construction of new advantages of modern agriculture, so as to promote the agricultural industrialization of Heilongjiang Province, good and fast development.
