【摘要】：鋼鐵行業(yè)作為一個(gè)經(jīng)濟(jì)體的基礎(chǔ)性行業(yè)，一直是國(guó)際貿(mào)易摩擦發(fā)生的“重災(zāi)區(qū)”。在產(chǎn)能過(guò)剩的整體背景下，全球鋼鐵市場(chǎng)表現(xiàn)低迷，鋼鐵行業(yè)的貿(mào)易摩擦愈演愈烈。隨著中國(guó)鋼鐵產(chǎn)業(yè)快速的發(fā)展和世界經(jīng)濟(jì)環(huán)境的變化，涉華鋼鐵產(chǎn)品貿(mào)易摩擦也顯現(xiàn)出日趨激烈的態(tài)勢(shì)。在中國(guó)出口鋼鐵產(chǎn)品不斷遭受國(guó)外貿(mào)易救濟(jì)調(diào)查的同時(shí)，針對(duì)鋼鐵產(chǎn)品進(jìn)口貿(mào)易中國(guó)外鋼鐵企業(yè)的不公平貿(mào)易行為，中國(guó)也加大了貿(mào)易救濟(jì)調(diào)查的力度。貿(mào)易摩擦的加劇嚴(yán)重影響了中國(guó)鋼鐵產(chǎn)業(yè)的對(duì)外貿(mào)易效益，同時(shí)也影響了整個(gè)鋼鐵產(chǎn)業(yè)的生存與發(fā)展。因此，系統(tǒng)研究中國(guó)鋼鐵產(chǎn)品對(duì)外貿(mào)易摩擦現(xiàn)狀、原因、影響及對(duì)策，以有效地在貿(mào)易摩擦過(guò)程中維護(hù)自身利益，已成為中國(guó)政府和鋼鐵企業(yè)迫切需要解決的問(wèn)題。 本文在梳理貿(mào)易摩擦相關(guān)概念與貿(mào)易救濟(jì)程序規(guī)則的基礎(chǔ)上，分析了中國(guó)鋼鐵產(chǎn)品對(duì)外貿(mào)易和貿(mào)易摩擦的概況，總結(jié)了中國(guó)鋼鐵產(chǎn)品對(duì)外貿(mào)易摩擦發(fā)生的內(nèi)外部原因，剖析了影響，提出了對(duì)策。研究重點(diǎn)為貿(mào)易摩擦對(duì)中國(guó)鋼鐵產(chǎn)品對(duì)外貿(mào)易的影響。在出口貿(mào)易方面，運(yùn)用理論分析、案例分析與實(shí)證分析相結(jié)合的方法，，詳細(xì)分析貿(mào)易摩擦對(duì)中國(guó)鋼鐵產(chǎn)品出口規(guī)模、出口市場(chǎng)結(jié)構(gòu)以及國(guó)際競(jìng)爭(zhēng)力的影響。在進(jìn)口貿(mào)易方面，通過(guò)具有代表性的案例探討貿(mào)易摩擦對(duì)中國(guó)相關(guān)鋼鐵產(chǎn)品進(jìn)口規(guī)模、進(jìn)口價(jià)格以及國(guó)內(nèi)企業(yè)產(chǎn)量與效益的影響。最后，針對(duì)貿(mào)易摩擦的正負(fù)面影響從政府、鋼鐵企業(yè)以及行業(yè)協(xié)會(huì)三個(gè)層面提出具體的對(duì)策建議。
[Abstract]:Steel industry as a basic industry of an economy, has been the international trade friction "disaster area." In the overall context of overcapacity, the global steel market performance is weak, the steel industry trade friction intensified. With the rapid development of China's iron and steel industry and the change of the world economic environment, the trade friction of iron and steel products involving China has become increasingly fierce. While China's exports of iron and steel products are subject to foreign trade relief investigations, China has also stepped up the investigation of trade relief in the light of unfair trade practices of steel enterprises outside China in connection with the import of iron and steel products. The aggravation of trade friction has seriously affected the foreign trade benefit of China's iron and steel industry as well as the survival and development of the whole steel industry. Therefore, it has become an urgent problem for the Chinese government and iron and steel enterprises to study systematically the present situation, causes, influences and countermeasures of foreign trade friction of China's iron and steel products in order to effectively safeguard their own interests in the course of trade friction. On the basis of combing the related concepts of trade friction and the rules of trade remedy procedure, this paper analyzes the general situation of foreign trade and trade friction of China's iron and steel products, and summarizes the internal and external causes of foreign trade friction of Chinese iron and steel products. The influence is analyzed and countermeasures are put forward. The study focuses on the impact of trade friction on China's foreign trade of iron and steel products. In the aspect of export trade, the influence of trade friction on China's steel export scale, export market structure and international competitiveness is analyzed in detail by means of theoretical analysis, case study and empirical analysis. In the aspect of import trade, the influence of trade friction on the import scale, import price, output and benefit of domestic enterprises is discussed through representative cases. Finally, the positive and negative effects of trade friction from the government, iron and steel enterprises and trade associations three levels of specific countermeasures.
