【摘要】：隨著中國經(jīng)濟(jì)持續(xù)高速發(fā)展，公眾的消費(fèi)水平明顯提升，極大的推動(dòng)了我國保健食品產(chǎn)業(yè)的發(fā)展。在國家新制定的《食品工業(yè)“十二五”發(fā)展規(guī)劃》中，營養(yǎng)與保健食品制造業(yè)首次被納入國家食品產(chǎn)業(yè)規(guī)劃中，成為了重點(diǎn)行業(yè)。但是，在快速發(fā)展的同時(shí)，我國的保健食品產(chǎn)業(yè)也存在一系列不容忽視的安全問題，并逐漸成為社會(huì)關(guān)注的熱點(diǎn)之一。 本文在前人研究成果的基礎(chǔ)上，通過對(duì)保健食品安全治理的理論研究，在對(duì)保健食品、保健食品安全、多中心治理、多中心治理理論等概念的界定基礎(chǔ)上，探索建立我國保健食品安全多中心治理的新模式。首先，從保健食品安全事件的案例入手，對(duì)我國保健食品安全單中心治理模式的現(xiàn)狀、存在問題以及帶來的危害進(jìn)行總述；其次，從政府部門、市場(chǎng)機(jī)制、第三部門、消費(fèi)者群體四個(gè)層面，對(duì)問題產(chǎn)生的原因進(jìn)行詳細(xì)研究，進(jìn)而得出單中心治理模式已不適應(yīng)保健食品安全現(xiàn)狀的結(jié)論；再次，總結(jié)了美國、日本的保健食品治理概況，并據(jù)此提出對(duì)我國可借鑒的經(jīng)驗(yàn)；最后，通過對(duì)理論和實(shí)踐分析研究，得出最終結(jié)論，保健食品安全治理的最優(yōu)選擇，不是完善的政府機(jī)構(gòu)或完善的市場(chǎng)機(jī)制，也不是完善的第三部門或理性的消費(fèi)者群體，而是在這四者之間建立一種“合作伙伴關(guān)系”，即建立起政府、市場(chǎng)、第三部門、消費(fèi)者之間協(xié)同協(xié)作的保健食品安全多中心治理模式。
[Abstract]:With the sustained and rapid development of China's economy, the level of public consumption has obviously improved, which has greatly promoted the development of China's health food industry. In the "12th Five-Year Plan" of the National Food Industry, the nutrition and health food manufacturing industry was incorporated into the national food industry plan for the first time and became a key industry. However, with the rapid development of health food industry in China, there are a series of safety problems that can not be ignored, and gradually become one of the hot spots of social concern. Based on the previous research results, this paper defines the concepts of health food, health food safety, polycentric governance theory and so on, through the theoretical research on health food safety governance, and on the basis of the definition of health food, health food safety, multi-center governance theory and so on. To explore the establishment of a new model of multi-center governance of health food safety in China. First of all, starting with the case of health food safety incidents, this paper gives a general account of the current situation, existing problems and harm caused by the single-center governance model of health food safety in China; secondly, from the government departments, the market mechanism, the third sector, Four levels of consumer groups, the causes of the problem are studied in detail, and then the conclusion that the single-center governance model has not adapted to the current situation of health food safety. Thirdly, the general situation of health food governance in the United States and Japan is summarized. Finally, through the theoretical and practical analysis and research, the final conclusion is that the best choice of health food safety governance is not a perfect government organization or perfect market mechanism. Nor is it a perfect third sector or a rational consumer group, but a "partnership" between the four, that is, the government, the market, the third sector, A multi-center governance model for health food safety in collaboration between consumers.
