【摘要】：本文研究目的是分析國家電網(wǎng)的壟斷對中國風電發(fā)展所造成的負面影響,以及如何克服這些負面影響的方法。論文的研究背景是基于對中國風電市場在千禧年后高速發(fā)展的肯定,以及對其未來可持續(xù)發(fā)展性因為壟斷等因素的阻撓而感到擔憂。本文將會在前人研究的基礎上進一步對國家電網(wǎng)壟斷和阻礙風電發(fā)展因素之間提出關聯(lián)性分析。文中將會通過使用一個理論框架以及數(shù)個相對應的案例來進行系統(tǒng)的剖析。研究發(fā)現(xiàn),國家電網(wǎng)沒有給風電發(fā)電廠提供足夠的并網(wǎng)。另外,由于他們的電網(wǎng)基礎設施質(zhì)量差,導致風電開發(fā)商時常得中止生產(chǎn)。這些數(shù)量和質(zhì)量上的問題通常在理論層面都歸罪于壟斷因素。目前的定價方式雖然由政府監(jiān)管,但是仍然難以覆蓋風電開發(fā)商的開支以及電網(wǎng)的維護費用。另外,資金的不足和延遲付款也進一步造成了風電行業(yè)發(fā)展的阻礙。為了解決這些問題提出的若干解決方案都是建立在國家電網(wǎng)只建立一個電網(wǎng)的關鍵前提下。有人認為財政激勵方面的缺乏是造成國家電網(wǎng)運營低效的最主要原因,并且因該通過稅收減免等方式來改善這個情況。我發(fā)現(xiàn)通過分離傳輸和分配兩大塊業(yè)務可以促使電力市場進一步市場化。而目前國家電網(wǎng)則壟斷了整個風電供應鏈采購和銷售兩個終端。另外,將分配業(yè)務分成幾家較小的公司將會提升競爭并且符合市場的電價預計將會較好解決如今因為不完善的定價模式所帶來的負面影響。
[Abstract]:The purpose of this paper is to analyze the negative effects of the monopoly of the State Grid on the development of wind power in China and how to overcome these negative effects. The research background of this paper is based on the affirmation of the rapid development of the wind power market in China after the new millennium and the concern about its future sustainable development because of the obstruction of monopoly and other factors. On the basis of previous studies, this paper will further analyze the relationship between the monopoly of the State Grid and the factors hindering the development of wind power. In this paper, a theoretical framework and several corresponding cases will be used to analyze the system. The study found that the State Grid did not provide enough grid connection for wind power plants. In addition, because of the poor quality of their grid infrastructure, wind power developers often have to suspend production. These quantitative and qualitative problems are usually attributed to monopolies at the theoretical level. Current pricing methods, though regulated by the government, still struggle to cover wind power developers' spending and grid maintenance costs. In addition, the lack of funds and delays in payment also caused further obstacles to the development of the wind power industry. In order to solve these problems, some solutions are based on the key premise that only one grid is established in State Grid. Some argue that the lack of fiscal incentives is the main cause of the inefficient operation of the state grid, and that it should be improved by means of tax breaks and other means. I have found that the electricity market can be further marketized by separating transmission and allocation of two large businesses. At present, State Grid monopolizes the whole wind power supply chain procurement and sales terminal. In addition, dividing the distribution business into smaller companies will boost competition and match the market's electricity prices are expected to better address the negative impact of today's imperfect pricing models.
