【摘要】：隨著全球能源市場的建立和發(fā)展能源安全作為一個全球性的綜合問題,其傳統(tǒng)意義上的“通過控制能源供應(yīng)從而確保能源安全”的思維已經(jīng)發(fā)生了改變,因此能源安全的研究重心將逐漸轉(zhuǎn)移至合作和定價等機(jī)制的建立上。從當(dāng)今世界安全形勢總體來看,和平與發(fā)展仍然是世界主流,隨著經(jīng)濟(jì)全球化的加深,全球和區(qū)域范圍的國際合作更加廣泛和緊密,跨國投資和并購十分活躍。目前中國的國際能源合作尚處于起步階段和規(guī)模擴(kuò)展期,合作范圍雖然較為廣泛,但是深度有待加深,多邊合作仍然相對薄弱,特別是在參與國際能源合作框架下能源對話與合作方面還有待提升。當(dāng)前,能源安全問題已影響和制約我國經(jīng)濟(jì)社會發(fā)展,隨著能源安全矛盾的日益突出,如何保障我國能源安全成為當(dāng)下研究的重點(diǎn)。從總的能源發(fā)展趨勢看,清潔、高效的能源會逐步取代石油等傳統(tǒng)化石能源。在可再生能源方面有水力、風(fēng)力、太陽能、生物能、海潮能,還有譬如天然氣等非再生能源發(fā)展?jié)摿�巨大。本文通過對當(dāng)前國際能源安全新形勢的分析,基于目前國際能源安全合作戰(zhàn)略形勢,以天然氣能源作為新的契機(jī),在借鑒國際經(jīng)驗,結(jié)合中國自身特色的基礎(chǔ)上,分析我國能源安全面臨的基本形勢,歸納和總結(jié)我國參與國際能源安全合作的戰(zhàn)略現(xiàn)狀以及面臨的問題,深度解析通過參與國際能源安全合作等機(jī)制,保障能源的持續(xù)、及時、足量地滿足國民經(jīng)濟(jì)和社會發(fā)展的需要、能源發(fā)展的可持續(xù)性和國家穩(wěn)定性,從而提出在國際合作框架下推進(jìn)我國能源安全機(jī)制建立,開展能源外交,積極參與國際能源安全合作,加強(qiáng)國家間雙邊能源合作機(jī)制,促進(jìn)低碳清潔能源國際合作等我國能源安全參與世界合作的戰(zhàn)略建議。
[Abstract]:With the establishment and development of global energy markets and the development of energy security as a global integrated issue, the traditional thinking of "ensuring energy security by controlling energy supply" has changed. Therefore, the focus of energy security research will gradually shift to the establishment of cooperation and pricing mechanisms. As a whole, peace and development are still the mainstream of the world. With the deepening of economic globalization, international cooperation in global and regional scope is more extensive and close, and transnational investment and mergers and acquisitions are very active. At present, China's international energy cooperation is still in its initial stage and its scale is expanding. Although the scope of cooperation is relatively wide, the depth of cooperation needs to be deepened, and multilateral cooperation is still relatively weak. In particular, participation in energy dialogue and cooperation under the framework of international energy cooperation still needs to be improved. At present, the problem of energy security has affected and restricted the economic and social development of our country. With the increasingly prominent contradiction of energy security, how to ensure energy security has become the focus of current research. From the general trend of energy development, clean and efficient energy will gradually replace traditional fossil energy such as petroleum. There is huge potential for renewable energy sources such as water, wind, solar, biomass, sea and tidal energy, and non-renewable energy sources such as natural gas. Based on the analysis of the new situation of international energy security, based on the current strategic situation of international energy security cooperation, taking natural gas energy as a new opportunity, this paper draws lessons from international experience and combines China's own characteristics. This paper analyzes the basic situation of China's energy security, sums up and summarizes the strategic status quo and problems faced by our country's participation in international energy security cooperation, deeply analyzes the mechanism of participating in international energy security cooperation to ensure the sustainability and timeliness of energy. To adequately meet the needs of national economic and social development, the sustainability of energy development and the stability of the country, thus proposing to promote the establishment of a mechanism for energy security in China under the framework of international cooperation and to carry out energy diplomacy, We should actively participate in international energy security cooperation, strengthen the mechanism of bilateral energy cooperation among countries, and promote international cooperation on low carbon and clean energy.
