【摘要】：解析了安監(jiān)部門10多年來6個(gè)階段的行政背景、主要思路和代表性政策。從安全生產(chǎn)理論創(chuàng)新、安全生產(chǎn)主體責(zé)任、安全長(zhǎng)效機(jī)制構(gòu)建、重點(diǎn)突破專項(xiàng)整治和強(qiáng)化安全基礎(chǔ)建設(shè)5個(gè)方面剖析了政策的連貫性。從宏觀、微觀、硬件、軟件、主題和政策組合等角度研究了煤礦安全監(jiān)管監(jiān)察的政策走向和發(fā)展趨勢(shì)。
[Abstract]:This paper analyzes the administrative background, main ideas and representative policies of the 6 stages of the security supervision department for more than 10 years, and analyzes the coherence of the policy from 5 aspects: the innovation of the safety production theory, the responsibility of the main body of the safety production, the construction of the long-term safety mechanism, and the breakthrough of the special regulation and the strengthening of the security infrastructure. From the macro, micro, hardware, software, theme and politics. The policy direction and development trend of coal mine safety supervision and supervision are studied.
