【摘要】：隨著煤炭資源不斷枯竭,煤炭產(chǎn)業(yè)生產(chǎn)水平低、技術(shù)進(jìn)步緩慢、市場(chǎng)競(jìng)爭(zhēng)力薄弱、資源利用率低及生態(tài)環(huán)境破壞等問(wèn)題已引起政府與企業(yè)廣泛關(guān)注。煤炭產(chǎn)業(yè)科技創(chuàng)新聯(lián)盟作為推動(dòng)科技進(jìn)步的有效途徑,為實(shí)現(xiàn)煤炭產(chǎn)業(yè)可持續(xù)發(fā)展指明了方向。聯(lián)盟成員圍繞煤炭共性關(guān)鍵技術(shù)形成科學(xué)合理的分工與協(xié)作,通過(guò)合作互補(bǔ)達(dá)到高效協(xié)同,最終實(shí)現(xiàn)煤炭產(chǎn)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展。本文從合作動(dòng)機(jī)與影響因素出發(fā),探究了煤炭產(chǎn)業(yè)科技創(chuàng)新聯(lián)盟形成機(jī)理�；�于聯(lián)盟構(gòu)建的必要性與伙伴選擇方法,以遼寧省煤炭產(chǎn)業(yè)為例具體闡述了聯(lián)盟構(gòu)建及模式選擇過(guò)程。在系統(tǒng)協(xié)同理論視角下,確定了煤炭產(chǎn)業(yè)科技創(chuàng)新聯(lián)盟運(yùn)行機(jī)制知識(shí)轉(zhuǎn)移、利益分配、風(fēng)險(xiǎn)防范及支撐和保障體系四個(gè)序參量及運(yùn)行框架。利用定性分析法與數(shù)學(xué)均衡模型,確定了序參量發(fā)展瓶頸與解決對(duì)策,提出多中心自組織網(wǎng)絡(luò)管理模型,并對(duì)其進(jìn)行有效性檢驗(yàn)、分析及評(píng)價(jià)。最后,從完善煤炭行業(yè)管理體制,科技服務(wù)系統(tǒng)的功能與機(jī)制,政府政策法律三個(gè)方面提出煤炭產(chǎn)業(yè)科技創(chuàng)新聯(lián)盟穩(wěn)定性發(fā)展策略。
[Abstract]:With the continuous depletion of coal resources, low production level of coal industry, slow technological progress, weak market competitiveness, low utilization rate of resources and ecological environment damage, and so on, the government and enterprises have been widely concerned. As an effective way to promote the progress of science and technology, the scientific and technological innovation alliance of coal industry has pointed out the direction to realize the sustainable development of coal industry. The alliance members form a scientific and reasonable division of labor and cooperation around the key technologies of coal commonality, and achieve high efficiency and cooperation through cooperation and complementation, and finally realize the development of circular economy in coal industry. This paper probes into the forming mechanism of scientific and technological innovation alliance in coal industry based on cooperative motive and influencing factors. Based on the necessity of alliance construction and the method of partner selection, taking Liaoning coal industry as an example, the paper expounds the process of alliance construction and mode selection. From the perspective of system coordination theory, four order parameters and operational framework of coal industry scientific and technological innovation alliance operating mechanism knowledge transfer, benefit distribution, risk prevention and support and guarantee system are determined. By using qualitative analysis method and mathematical equilibrium model, the bottleneck of order parameter development and solutions are determined, and the multi-center self-organizing network management model is put forward, and its validity is tested, analyzed and evaluated. Finally, from three aspects of perfecting the management system of coal industry, the function and mechanism of science and technology service system, government policy and law, the paper puts forward the stable development strategy of scientific and technological innovation alliance of coal industry.
