廣東省工業(yè)環(huán)境效率的區(qū)域差異及影響因素研究

【摘要】:廣東省作為中國(guó)的排頭兵,經(jīng)過(guò)30多年的快速發(fā)展,經(jīng)濟(jì)實(shí)力大大增強(qiáng),人民生活水平明顯提高。但是伴隨著這樣的快速增長(zhǎng),廣東省工業(yè)不僅面臨著嚴(yán)峻的轉(zhuǎn)型壓力,更面臨著資源環(huán)境的約束。因此,如何促進(jìn)本省工業(yè)經(jīng)濟(jì)可持續(xù)發(fā)展,是其亟需解決的重要問(wèn)題。 本文在現(xiàn)有研究的基礎(chǔ)上,運(yùn)用2000年至2012年廣東省及四大區(qū)域的數(shù)據(jù),采用數(shù)據(jù)包絡(luò)分析中非徑向、非角度的SBM模型在規(guī)模報(bào)酬可變(VRS)假設(shè)下分別測(cè)算了廣東省和四大區(qū)域的環(huán)境效率。此外,運(yùn)用Tobit模型對(duì)廣東省及四大區(qū)域的環(huán)境效率與其影響因素進(jìn)行了回歸分析。本文得出的主要研究結(jié)論有: 第一,綜合考慮工業(yè)發(fā)展、污染排放等指標(biāo),,通過(guò)定量分析得到從2000年至2012年廣東省整體的工業(yè)經(jīng)濟(jì)發(fā)展速度呈遞減趨勢(shì),但是環(huán)境污染狀況得到緩解;珠三角地區(qū)同廣東省的情況相似,但粵東地區(qū)、粵西地區(qū)和山區(qū)的情況則相反,即隨著工業(yè)經(jīng)濟(jì)增長(zhǎng)速度的逐年上升,環(huán)境狀況在惡化; 第二,通過(guò)運(yùn)用數(shù)據(jù)包絡(luò)分析的BCC模型和SBM-V模型(在規(guī)模報(bào)酬可變假設(shè)下的SBM模型),分別對(duì)廣東省及四大區(qū)域在不含污染排放等非期望產(chǎn)出因素時(shí)的經(jīng)濟(jì)效率值和含污染排放等非期望產(chǎn)出因素下的環(huán)境效率值進(jìn)行測(cè)算,測(cè)算結(jié)果顯示:(1)不考慮污染排放情況下的效率評(píng)價(jià)是失真的,采用SBM-V模型能提高效率評(píng)價(jià)的準(zhǔn)確性和可信程度;(2)環(huán)境污染造成廣東省較大程度的效率損失;(3)珠三角地區(qū)不僅在工業(yè)經(jīng)濟(jì)上優(yōu)于其他三個(gè)區(qū)域,而且在環(huán)境污染治理上也明顯好于這些區(qū)域,即粵東地區(qū)、粵西地區(qū)和山區(qū)陷入“雙重惡化”的境地; 第三,運(yùn)用Tobit模型分析廣東省及四大區(qū)域2000年至2012年的環(huán)境效率的影響因素及影響程度。通過(guò)分析可知,經(jīng)濟(jì)發(fā)展水平、對(duì)外開放水平對(duì)廣東省及四大區(qū)域有正向的促進(jìn)作用,產(chǎn)業(yè)結(jié)構(gòu)和能源消耗水平對(duì)廣東省及四大區(qū)域有負(fù)面影響。此外,人口規(guī)模對(duì)廣東省有反向促進(jìn)作用,區(qū)位因素對(duì)廣東省四大區(qū)域有正向促進(jìn)作用; 最后,對(duì)本文內(nèi)容進(jìn)行總結(jié),并分別對(duì)廣東省及四大區(qū)域提出相應(yīng)的提高工業(yè)環(huán)境效率的對(duì)策建議。
[Abstract]:Guangdong Province as China's vanguard, after more than 30 years of rapid development, economic strength greatly enhanced, the people's living standards improved significantly. However, with such rapid growth, Guangdong's industry is not only facing severe pressure of transformation, but also facing the constraints of resources and environment. Therefore, how to promote the sustainable development of the province's industrial economy is an important problem that needs to be solved. Based on the existing research, the data of Guangdong Province and four regions from 2000 to 2012 are used to analyze the non-radial region. On the assumption of variable scale reward (VRS), the non-angle SBM model measures the environmental efficiency of Guangdong Province and four regions respectively. In addition, the Tobit model is used to analyze the environmental efficiency and its influencing factors in Guangdong province and four regions. The main conclusions of this paper are as follows: First, considering the industrial development, pollution emission and other indicators, through quantitative analysis of Guangdong Province from 2000 to 2012, the overall industrial economic development rate showed a decreasing trend, but the environmental pollution situation has been alleviated; The situation in the Pearl River Delta region is similar to that in Guangdong Province, but the situation in the eastern part of Guangdong Province, the western part of Guangdong Province and the mountainous area is the opposite, that is, with the increase of industrial economic growth rate year by year, the environmental situation is deteriorating. Second, By using the BCC model of data envelopment analysis and the SBM-V model (SBM model under the variable scale reward assumption), the economic efficiency and pollution content of Guangdong Province and four regions with non-expected output factors such as pollution emission were studied. The environmental efficiency values of non-expected output factors, such as dye emissions, are calculated. The results show that the efficiency evaluation without considering pollution emissions is distorted. The SBM-V model can improve the accuracy and reliability of efficiency evaluation. (2) the environmental pollution causes a great loss of efficiency in Guangdong Province. The Pearl River Delta region is not only superior to the other three regions in terms of industrial economy. And in environmental pollution control is obviously better than these areas, that is, the eastern part of Guangdong, the western part of Guangdong and the mountain area fall into the "double deterioration" situation; Thirdly, Tobit model is used to analyze the influence factors and degree of environmental efficiency in Guangdong province and four regions from 2000 to 2012. Through the analysis, it can be seen that the level of economic development and the level of opening to the outside world have a positive effect on Guangdong Province and the four regions, and the industrial structure and the level of energy consumption have a negative impact on Guangdong Province and the four regions. In addition, the population scale has the reverse promotion function to the Guangdong Province, the location factor has the positive promotion function to the four big regions of Guangdong Province; Finally, this paper summarizes the contents of this paper, and puts forward corresponding countermeasures and suggestions to Guangdong province and four regions to improve the industrial environmental efficiency.
