【摘要】：當(dāng)前,我國將城鎮(zhèn)化作為經(jīng)濟(jì)發(fā)展的重點(diǎn)戰(zhàn)略,黨的十八大報(bào)告指出,要以推進(jìn)城鎮(zhèn)化為重點(diǎn),著力解決制約經(jīng)濟(jì)持續(xù)健康發(fā)展的重大結(jié)構(gòu)性問題。在我國大部分地區(qū),工業(yè)化是城鎮(zhèn)化的推進(jìn)引擎。這使得本文思考,我國工業(yè)化推進(jìn)城鎮(zhèn)化的效率及其演化到底怎樣?靠工業(yè)化推進(jìn)城鎮(zhèn)化的模式是否能夠一直延續(xù)下去?按照新型工業(yè)化和新型城鎮(zhèn)化的要求,如果考慮環(huán)境約束,其效率又會(huì)發(fā)生怎樣的變化?本文希望能夠回答這些問題。眾多研究均認(rèn)為,工業(yè)化與城鎮(zhèn)化之間存在著互動(dòng)發(fā)展關(guān)系。然而,這些研究除了論證互動(dòng)關(guān)系存在外,很難得到深層次的發(fā)現(xiàn)。有鑒于此,本文退而求其次,僅研究工業(yè)化推進(jìn)城鎮(zhèn)化的效率演變情況。考慮到我國“工業(yè)先行”的發(fā)展路徑,這種處理在很大程度上符合我國國情。此外,本文還研究了環(huán)境約束下我國工業(yè)化推進(jìn)城鎮(zhèn)化的效率,這在前人研究中并不多見。具體來說,本文采用我國大陸30個(gè)省份(西藏除外)2001-2012年的面板數(shù)據(jù),基于徑向距離和方向性距離,利用DEA方法對(duì)我國各省份工業(yè)化推進(jìn)城鎮(zhèn)化的傳統(tǒng)效率和環(huán)境效率進(jìn)行了測(cè)算。在此基礎(chǔ)上分別計(jì)算Malmquist生產(chǎn)率指數(shù)和考慮了環(huán)境約束的Malmquist-Luenberger生產(chǎn)率指數(shù),并將其分解為效率進(jìn)步和技術(shù)進(jìn)步。最后使用GMM與FGLS兩種估計(jì)方法對(duì)忽略與考慮環(huán)境約束的各種指數(shù)及其影響因素進(jìn)行了面板數(shù)據(jù)分析,使得結(jié)果更為穩(wěn)健。研究發(fā)現(xiàn),我國工業(yè)化對(duì)城鎮(zhèn)化的整體推動(dòng)效應(yīng)正在減弱,地區(qū)間差異明顯。從多數(shù)省份來看,忽略環(huán)境因素會(huì)高估工業(yè)化推進(jìn)城鎮(zhèn)化的效率。效率指數(shù)的分解發(fā)現(xiàn),工業(yè)化對(duì)城鎮(zhèn)化推動(dòng)效應(yīng)的減弱主要來源于技術(shù)前沿面的下降,這表明工業(yè)化推進(jìn)城鎮(zhèn)化的創(chuàng)新作用有限,或許第三產(chǎn)業(yè)在今后城鎮(zhèn)化進(jìn)程中的地位將日漸重要。通過對(duì)效率變化影響因素的分析,我們發(fā)現(xiàn),各相關(guān)因素的變化對(duì)全要素增長(zhǎng)均有著不同程度的影響,“污染天堂”假設(shè)在我國工業(yè)化對(duì)城鎮(zhèn)化的推動(dòng)進(jìn)程中確實(shí)存在。
[Abstract]:At present, our country regards urbanization as the key strategy of economic development. The report of the 18th National Congress of the Communist Party of China points out that we should focus on the promotion of urbanization and focus on solving the major structural problems that restrict the sustained and healthy development of the economy. In most areas of China, industrialization is the driving force of urbanization. This makes this article consider, our country industrialization promotes the urbanization efficiency and the evolution in the end how? Can the model of urbanization by industrialization continue forever? According to the requirements of new industrialization and new urbanization, if environmental constraints are taken into account, how will its efficiency change? This article hopes to be able to answer these questions. Many studies believe that there is an interactive development relationship between industrialization and urbanization. However, these studies, in addition to demonstrating the existence of interactive relations, are difficult to find in depth. In view of this, this paper only studies the efficiency evolution of industrialization to promote urbanization. Considering the development path of "industry first" in China, this treatment accords with the situation of our country to a great extent. In addition, this paper also studies the efficiency of industrialization and urbanization under environmental constraints, which is rarely seen in previous studies. Specifically, this paper uses panel data from 30 provinces in mainland China (except Tibet for 2001-2012) based on radial distance and directional distance. The traditional efficiency and environmental efficiency of industrialization and urbanization in various provinces of China were measured by DEA method. On this basis, the Malmquist productivity index and the Malmquist-Luenberger productivity index with environmental constraints are calculated, respectively, and are decomposed into efficiency progress and technological progress. Finally, we use GMM and FGLS to analyze all kinds of indices and their influencing factors which ignore and consider environmental constraints, which make the results more robust. It is found that the overall promoting effect of industrialization on urbanization is weakening and the regional differences are obvious. In most provinces, ignoring environmental factors overestimates the efficiency of industrialization in promoting urbanization. The decomposition of efficiency index shows that the weakening of industrialization's driving effect on urbanization comes mainly from the decline of technological frontier, which indicates that the innovative role of industrialization in promoting urbanization is limited. Perhaps tertiary industry in the future in the process of urbanization will be increasingly important. Through the analysis of the influencing factors of efficiency change, we find that the change of each related factor has different effects on the total factor growth, and the "pollution Paradise" hypothesis does exist in the process of promoting urbanization by industrialization in China.
