【摘要】：2002年11月，黨中央在十六大后提出了“新型工業(yè)化”的發(fā)展理念，指明了我國工業(yè)發(fā)展的新型模式�！靶滦凸�業(yè)化”要求在提高科技含量和經(jīng)濟(jì)效益，控制環(huán)境污染和資源消耗的同時(shí)，發(fā)揮我國勞動(dòng)力密集的優(yōu)勢(shì),其發(fā)展的核心是工業(yè)化與信息化發(fā)展的互動(dòng)，著力推廣信息化、科技化、集約化的產(chǎn)業(yè)類型，形成低能耗、低排放、高科技、高效率的新型工業(yè)產(chǎn)業(yè)。根據(jù)“四化協(xié)調(diào)”發(fā)展的理論，工業(yè)化是“四化協(xié)調(diào)”發(fā)展的“發(fā)動(dòng)機(jī)”，我國新型工業(yè)化的進(jìn)一步發(fā)展，必然會(huì)形成與信息化的互動(dòng)，與農(nóng)業(yè)現(xiàn)代化的協(xié)調(diào)，和新型城鎮(zhèn)化的相互作用，，相關(guān)部門可以充分的利用這個(gè)發(fā)展的契機(jī)，徹底改變我國“四化”發(fā)展的現(xiàn)狀，為我國農(nóng)村、縣域經(jīng)濟(jì)的發(fā)展提升提供巨大的動(dòng)力。 新民市位于沈陽市西側(cè)偏南，據(jù)沈陽市中心約有80公里，一直以來是一個(gè)相對(duì)獨(dú)立的全國知名的農(nóng)業(yè)大縣。十六大以來，新民市為加快新農(nóng)村建設(shè)，在2007年提出由農(nóng)業(yè)新型工業(yè)化轉(zhuǎn)型建市的發(fā)展戰(zhàn)略，成立林產(chǎn)業(yè)經(jīng)濟(jì)區(qū)、大民屯蔬菜經(jīng)濟(jì)區(qū)、前當(dāng)堡淡水魚經(jīng)濟(jì)區(qū)、公主屯蛋雞經(jīng)濟(jì)區(qū)四個(gè)農(nóng)業(yè)經(jīng)濟(jì)區(qū)建設(shè)領(lǐng)導(dǎo)小組，加速推進(jìn)農(nóng)業(yè)經(jīng)濟(jì)區(qū)建設(shè)。2011年以來，新民市政府為調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、優(yōu)化資源配置，并決心將產(chǎn)業(yè)集群做大做強(qiáng)，以打造“遼寧‘壽光’、沈西藥谷、東北紙都、溫泉之鄉(xiāng)”四張名片為重點(diǎn)項(xiàng)目，切實(shí)推進(jìn)新民地區(qū)四化建設(shè)，縣域新型工業(yè)化的發(fā)展進(jìn)程。截止2013年，全市年生產(chǎn)總值達(dá)到497億元，同比增長19.5%，財(cái)政收入實(shí)現(xiàn)30.3億元，同比增長19.3%。通過近年來新民地區(qū)的農(nóng)業(yè)經(jīng)濟(jì)發(fā)展?fàn)顩r可以看出，當(dāng)?shù)卣�府和人民�?duì)發(fā)展現(xiàn)代化農(nóng)業(yè)均有較高的認(rèn)識(shí)與積極的態(tài)度，但以新型工業(yè)化帶動(dòng)農(nóng)村農(nóng)業(yè)發(fā)展角度看，仍有許多不足之處。 因此，本文的研究目的是希望通過對(duì)新民地區(qū)縣域新型工業(yè)化發(fā)展的研究分析，總結(jié)出新民地區(qū)縣域新型工業(yè)化發(fā)展的實(shí)際情況及所擁有的優(yōu)勢(shì)以及所面臨的問題，并提出相應(yīng)的可行性建議�？h域新型工業(yè)化發(fā)展是一個(gè)嶄新的課題，希望通過本文的分析，能夠?qū)π旅竦貐^(qū)縣域新型工業(yè)化的發(fā)展建設(shè)起到推進(jìn)的作用。
[Abstract]:In November 2002, the CPC Central Committee put forward the development concept of "new industrialization" after the 16th National Congress, and pointed out the new mode of industrial development in China. "New-type industrialization" requires that while increasing the scientific and technological content and economic benefits, controlling environmental pollution and resource consumption, the core of its development is the interaction between industrialization and information development, and at the same time, we should give full play to our country's labor-intensive advantages. To promote the information, science and technology, intensive industrial types, forming a new type of industrial industry with low energy consumption, low emissions, high technology and high efficiency. According to the theory of coordinated development of the four modernizations, industrialization is the "engine" of the development of the "four modernizations". The further development of the new industrialization in China will inevitably lead to interaction with information technology and coordination with agricultural modernization. With the interaction of new urbanization, relevant departments can make full use of the opportunity of the development, thoroughly change the status quo of the development of the "four modernizations" in China, and provide a huge impetus for the development of rural and county economy in our country. Xinmin City is located in the west of Shenyang, according to the city center of about 80 kilometers, has been a relatively independent national famous agricultural county. Since the 16th National Congress of the Communist Party of China, in order to speed up the construction of new countryside, in 2007, Xinmin City put forward the development strategy of constructing the city by the transformation of new agricultural industrialization, and established the forest industry economic zone, the Damingtun vegetable economic zone and the Qiandangbao freshwater fish economic zone. Since 2011, the Xinmin Municipal Government has decided to make the industrial cluster bigger and stronger in order to adjust the industrial structure and optimize the allocation of resources. To build "Liaoning 'Shouguang Li, Shenxi medicine valley, northeast paper capital, hot spring town" four business cards as the key project, effectively promote the construction of the four modernizations in Xinmin area, the development process of new industrialization in the county area. By 2013, the city's annual gross domestic product reached 49.7 billion yuan, an increase of 19.5 yuan over the same period last year, and fiscal revenue reached 3.03 billion yuan, an increase of 19.3 yuan over the same period last year. Through the development of agricultural economy in Xinmin area in recent years, it can be seen that the local government and people have a higher understanding and positive attitude towards the development of modern agriculture, but from the perspective of promoting rural agricultural development by new industrialization, There are still many shortcomings. Therefore, the purpose of this paper is to sum up the actual situation, advantages and problems of the new industrialization development in Xinmin area through the research and analysis of the new industrialization development in the county area of Xinmin area. And put forward the corresponding feasibility suggestions. The development of new-type industrialization in the county area is a new subject. It is hoped that the analysis of this paper can promote the development and construction of the new-type industrialization in the county area of Xinmin area.
