【摘要】：隨著我國(guó)人口老齡化速度的快速發(fā)展,沈陽市農(nóng)村養(yǎng)老問題已經(jīng)步入嚴(yán)重階段。要想從根本上解決農(nóng)村養(yǎng)老問題,關(guān)鍵是深入研究農(nóng)村養(yǎng)老保障方式的發(fā)展情況。影響農(nóng)村養(yǎng)老保障方式的限制性因素有很多,如經(jīng)濟(jì)基礎(chǔ)、制度因素等,從這些方面的數(shù)據(jù)著手,以了解沈陽市農(nóng)村的現(xiàn)狀。目前沈陽市農(nóng)村養(yǎng)老保障方式存在家庭養(yǎng)老、社區(qū)養(yǎng)老、自我養(yǎng)老和新農(nóng)保社會(huì)養(yǎng)老保險(xiǎn)這四種方式,各種方式均存在問題。這四種方式大致由于經(jīng)濟(jì)發(fā)展水平、政策制度、傳統(tǒng)思想觀念和保障水平這四方面原因?qū)е?并在沈陽養(yǎng)老保障問題上,有針對(duì)性地提出養(yǎng)老保障方式的發(fā)展路線及其保障措施。想方設(shè)法保障沈陽地區(qū)的老人享受到真正的養(yǎng)老所養(yǎng)。 本文研究的主要內(nèi)容：第一部分,主要分析了本文研究的目的與研究意義,對(duì)國(guó)內(nèi)與國(guó)外養(yǎng)老保障相關(guān)問題的研究現(xiàn)狀做了闡述,并介紹了本文的研究思路、方法及不足之處；第二部分,介紹農(nóng)村養(yǎng)老保障的基本概念及理論依據(jù)；第三部分,主要對(duì)沈陽市農(nóng)村養(yǎng)老保障的現(xiàn)狀、問題和原因進(jìn)行介紹；第四部分,介紹了完善沈陽市農(nóng)村養(yǎng)老保障方式的一些具體措施；最后,對(duì)沈陽市農(nóng)村養(yǎng)老保障方式存在問題進(jìn)行總結(jié)。
[Abstract]:With the rapid development of aging population in our country, the rural old-age problem in Shenyang has entered a serious stage. In order to solve the rural old-age problem, the key is to study the development of rural old-age security. There are many restrictive factors affecting rural old-age security, such as economic base, institutional factors, and so on. From these aspects of the data, to understand the current situation of rural Shenyang. At present, there are four ways of rural old-age security in Shenyang, such as family old-age, community old-age, self-endowment and new rural social old-age insurance, all of which have problems. These four ways are mainly caused by four reasons: the level of economic development, the policy and system, the traditional ideology and the level of security, and on the issue of old-age security in Shenyang, Put forward the development route and the safeguard measure of the old-age security way pertinently. Find ways to ensure that the elderly in Shenyang enjoy the real old-age care. The main contents of this paper are as follows: in the first part, the purpose and significance of this study are analyzed, and the research status quo of the related issues in China and abroad is expounded, and the research ideas, methods and deficiencies of this paper are introduced. The second part introduces the basic concepts and theoretical basis of rural old-age security; the third part mainly introduces the current situation, problems and reasons of rural old-age security in Shenyang; the fourth part, This paper introduces some concrete measures to perfect the rural old-age security in Shenyang, and finally, summarizes the existing problems of the rural old-age security in Shenyang.
