城鎮(zhèn)化進程中發(fā)達國家教育管理體制改革經(jīng)驗及對我國的啟示——以美、日、德、英四國為例

【摘要】:城鎮(zhèn)化的持續(xù)推進對我國的教育管理體制提出了巨大挑戰(zhàn),改革勢在必行。美國、日本、德國、英國等發(fā)達國家城鎮(zhèn)化進程中教育管理體制改革的相關(guān)經(jīng)驗?zāi)転槲覈峁┙梃b。這些經(jīng)驗包括:在基礎(chǔ)教育領(lǐng)域注重課程、教師和辦學(xué)形式等"三個基點";在職業(yè)教育領(lǐng)域推行合作、均權(quán)和評估等"三項舉措";在高等教育領(lǐng)域形成社區(qū)化、開放化和均衡化等"三種趨向";在繼續(xù)教育領(lǐng)域形成立法、財政和學(xué)分互認等"三大保障"。
[Abstract]:The continuous development of urbanization poses a great challenge to China's educational management system, and reform is imperative. The relevant experience of educational management system reform in the process of urbanization in developed countries such as America, Japan, Germany, Britain and so on can provide reference for our country. These experiences include: "three basis points" in the field of basic education, including curriculum, teachers and forms of schooling; "three initiatives" such as cooperation, equalization and evaluation in the field of vocational education; and the formation of communitalization in the field of higher education. "three trends" such as openness and equalization, legislation, mutual recognition of finance and credit in the field of continuing education.
