【摘要】：地方政府過度負(fù)債問題是困擾我國經(jīng)濟(jì)社會發(fā)展的一個(gè)重要問題,也是學(xué)術(shù)界研究的熱點(diǎn)。我國地方政府債務(wù)截止2013年6月底,共計(jì)302748億元,且其規(guī)模不斷增長,增幅較快,有著債務(wù)規(guī)模巨大、舉債集中、期限不合理、舉債主體多元、形式多樣等特點(diǎn)。其在促進(jìn)我國經(jīng)濟(jì)社會發(fā)展的同時(shí)也帶來了一系列的消極影響,究其原因,既有體制方面的原因,也有經(jīng)濟(jì)、政策、監(jiān)管等方面的原因。要化解這些問題,中央和地方政府應(yīng)該充分認(rèn)識到地方政府過度負(fù)債問題的嚴(yán)重性,進(jìn)一步明確其各自的權(quán)利責(zé)任,強(qiáng)化制度約束,從制度供給、強(qiáng)化管理、盤活市場等多方面著力。尤其是在我國經(jīng)濟(jì)增長下行、財(cái)政收入增速放緩的形勢下,更應(yīng)該強(qiáng)化地方政府債務(wù)問題的管理,嚴(yán)防風(fēng)險(xiǎn),杜絕危機(jī)。
[Abstract]:The problem of excessive debt of local government is an important problem that puzzles the economic and social development of our country, and it is also a hot spot of academic research. At the end of June, 2013, the local government debt in our country is 30.2748 trillion yuan in total, and its scale is increasing continuously, and the increase is fast. It has the characteristics of huge debt scale, centralized borrowing, unreasonable maturity, diversified main body of borrowing and various forms, etc. At the same time, it has brought a series of negative effects on the economic and social development of our country. The reasons are not only institutional reasons, but also economic, policy, supervision and other reasons. To resolve these problems, the central and local governments should fully recognize the seriousness of the problem of excessive debt of local governments, further clarify their respective rights and responsibilities, strengthen institutional constraints, and strengthen management from the perspective of institutional supply. Invigorate the market and other aspects of efforts. Especially in the situation of our country's economic growth decreasing and fiscal revenue increasing slowing, we should strengthen the management of local government debt problem, strictly guard against risks and put an end to the crisis.
