民辦高校教育質(zhì)量管理研究

【摘要】: 民辦高校教育質(zhì)量問題是我國高等教育現(xiàn)代化進(jìn)程中的一個(gè)重要課題。經(jīng)過二十多年的發(fā)展,我國的民辦高等教育從無到有,從小到大,形成了一定的規(guī)模和結(jié)構(gòu),也具有了一定的辦學(xué)特色。民辦高等教育存在的合理性和必然性已被實(shí)踐所證明,但是它作為我國高等教育現(xiàn)代化的一支新興力量,起步晚、底子薄、發(fā)展快,對(duì)于其質(zhì)量,人們頗有微詞。如何保證和提高民辦高校的教育質(zhì)量牽涉到我國高等教育整體質(zhì)量的提高問題,因而民辦高校教育質(zhì)量管理研究是一個(gè)很有價(jià)值的課題。 本文的研究思路是:從界定民辦高校教育質(zhì)量的內(nèi)涵入手,研究了目前我國民辦高校應(yīng)當(dāng)樹立的教育質(zhì)量觀;揭示了民辦高校在教育質(zhì)量上存在的主要問題,分析了其中的原因;從加強(qiáng)管理的層面上提出了保證民辦高校教育質(zhì)量的一系列對(duì)策措施:(1)提出了民辦高校教育質(zhì)量的內(nèi)部管理策略,從三個(gè)方面構(gòu)建了教育質(zhì)量管理的內(nèi)部系統(tǒng)。該系統(tǒng)主要包括:教學(xué)質(zhì)量管理系統(tǒng)、師資隊(duì)伍管理系統(tǒng)、教育經(jīng)費(fèi)管理系統(tǒng)。(2)建立民辦高校教育質(zhì)量外部管理與監(jiān)督體系:首先,政府要加強(qiáng)對(duì)民辦高校教育質(zhì)量的宏觀管理;其次,要實(shí)現(xiàn)教育評(píng)估中介機(jī)構(gòu)的質(zhì)量評(píng)價(jià);第三,要引入用人單位、家長和新聞媒體的輿論監(jiān)督。這樣從內(nèi)外兩個(gè)方面來促進(jìn)民辦高校教育質(zhì)量的提升。 由于教育質(zhì)量管理的研究與民辦高校自身的組織特性是分不開的,本文運(yùn)用全面質(zhì)量管理理論、ISO9000原則中的部分管理思想和高等教育學(xué)、教育管理學(xué)等有關(guān)理論剖析了民辦高校的組織特性:雙重價(jià)值取向、組織管理公司化、組織規(guī)模相對(duì)較小、組織成員流動(dòng)性強(qiáng)、教育活動(dòng)準(zhǔn)市場(chǎng)化運(yùn)作。這些特性的存在為構(gòu)建民辦高校教育質(zhì)量管理系統(tǒng)奠定了基礎(chǔ)。 本文的研究特色是:①在我國高等教育大眾化背景下,明確提出了民辦高校應(yīng)當(dāng)樹立特色質(zhì)量觀、規(guī)模質(zhì)量觀、服務(wù)質(zhì)量觀;②在深入分析民辦高校組織特性的基礎(chǔ)上,提出了建立民辦高校的內(nèi)部質(zhì)量管理系統(tǒng)和外部管理監(jiān)督系統(tǒng);③在構(gòu)建民辦高校教學(xué)質(zhì)量管理系統(tǒng)的過程中,除了對(duì)“教”進(jìn)行管理外,根據(jù)民辦高校的生源特點(diǎn),還強(qiáng)調(diào)突出了對(duì)“學(xué)”的管理;④能夠運(yùn)用多學(xué)科知識(shí)研究分析問題,注重理論研究和實(shí)踐研究相結(jié)合,提出了一系列有實(shí)踐指導(dǎo)意義的對(duì)策措施。
[Abstract]:The quality of private colleges and universities is an important subject in the process of modernization of higher education in China. After more than 20 years' development, the private higher education in our country has developed from nothing, from small to large, which has formed a certain scale and structure, and also has certain characteristics of running a school. The rationality and inevitability of the existence of private higher education has been proved by practice, but as a new force in the modernization of higher education in our country, it starts late, has a thin foundation and develops quickly. How to ensure and improve the educational quality of private colleges and universities involves the improvement of the overall quality of higher education in China, so the study of educational quality management in private colleges and universities is a valuable subject. The research ideas of this paper are as follows: starting with the definition of the quality of education in private colleges and universities, the author studies the educational quality concept that should be established in private colleges and universities in China, and reveals the main problems existing in the quality of education in private colleges and universities. This paper analyzes the reasons, puts forward a series of countermeasures to guarantee the quality of private colleges and universities from the aspect of strengthening management: (1) it puts forward the internal management strategy of the quality of private colleges and universities. The internal system of educational quality management is constructed from three aspects. The system mainly includes: teaching quality management system, teaching staff management system, educational funds management system. (2) establishing the external management and supervision system of educational quality in private colleges and universities: firstly, The government should strengthen the macroscopic management of the educational quality of the private colleges and universities; secondly, it should realize the quality evaluation of the educational evaluation intermediary organizations; third, it should introduce the supervision of the public opinion of the employing units, parents and the news media. This from inside and outside two aspects to promote the quality of private colleges and universities to improve the quality. Since the study of educational quality management is inseparable from the organizational characteristics of private colleges and universities, this paper applies the theory of total quality management to some of the management ideas of ISO9000 principles and higher education. Related theories such as educational management have analyzed the organizational characteristics of private colleges and universities: dual value orientation, corporatization of organizational management, relatively small organizational scale, strong mobility of organizational members, and quasi-market-oriented operation of educational activities. The existence of these characteristics has laid a foundation for the construction of educational quality management system in private colleges and universities. The research feature of this paper is that under the background of popularization of higher education in our country, it is clearly put forward that private colleges and universities should set up characteristic quality view, scale quality view and service quality view on the basis of in-depth analysis of the organizational characteristics of private colleges and universities. In the course of constructing the teaching quality management system of private colleges and universities, this paper puts forward the establishment of internal quality management system and external management supervision system of private colleges and universities, in addition to the management of "teaching", according to the characteristics of the students of private colleges and universities, It is also emphasized that the management of "learning" can use multi-disciplinary knowledge to study and analyze problems, pay attention to the combination of theoretical research and practical research, and put forward a series of countermeasures with practical significance.
