【摘要】:項(xiàng)目風(fēng)險(xiǎn)管理在電力工程建設(shè)中已逐步成為項(xiàng)目管理的一項(xiàng)重要內(nèi)容,但是供電公司營(yíng)銷專業(yè)項(xiàng)目管理水平還相對(duì)較低,隨著用電信息采集建設(shè)工程項(xiàng)目投入逐年增加,提高工程項(xiàng)目風(fēng)險(xiǎn)管理水平,對(duì)保證供電公司正常生產(chǎn)經(jīng)營(yíng)的重要性已日趨顯現(xiàn)。因此,在加強(qiáng)常規(guī)管理的同時(shí),將項(xiàng)目風(fēng)險(xiǎn)管理的理論和方法應(yīng)用于用電信息采集建設(shè)工程管理中,構(gòu)建項(xiàng)目的風(fēng)險(xiǎn)防控體系,準(zhǔn)確開展風(fēng)險(xiǎn)識(shí)別和評(píng)估,有針對(duì)性的制定防范對(duì)策,將風(fēng)險(xiǎn)化解或?qū)⑵湓斐傻膿p失最大限度進(jìn)行控制,從而確保項(xiàng)目順利實(shí)施達(dá)成目標(biāo)。本文首先介紹了供電公司用電信息采集建設(shè)工程項(xiàng)目風(fēng)險(xiǎn)管理的選題背景以及國(guó)內(nèi)外在項(xiàng)目風(fēng)險(xiǎn)管理領(lǐng)域的研究現(xiàn)狀,并對(duì)供電公司項(xiàng)目風(fēng)險(xiǎn)管理的模式進(jìn)行了淺析。其次,依據(jù)項(xiàng)目風(fēng)險(xiǎn)管理的步驟,分別對(duì)項(xiàng)目風(fēng)險(xiǎn)的識(shí)別、評(píng)價(jià)、分析、應(yīng)對(duì)、監(jiān)控等方面的理論進(jìn)行了介紹并對(duì)相應(yīng)的方法進(jìn)行了說明和比較,其中重點(diǎn)介紹了層次分析法(AHP)的基本理論和應(yīng)用方法。再次,以作者參與的用電信息采集建設(shè)項(xiàng)目為研究對(duì)象,對(duì)項(xiàng)目的特點(diǎn)進(jìn)行分析,并在此基礎(chǔ)上引入風(fēng)險(xiǎn)管理理論對(duì)其風(fēng)險(xiǎn)進(jìn)行系統(tǒng)梳理和分類,應(yīng)用歷史數(shù)據(jù)分析法、頭腦風(fēng)暴法開展風(fēng)險(xiǎn)識(shí)別,并分別采用專家調(diào)查法和層次分析法對(duì)風(fēng)險(xiǎn)進(jìn)行分析、評(píng)價(jià),通過層次分析法對(duì)主觀評(píng)價(jià)進(jìn)行數(shù)學(xué)方法的定量分析,盡可能的避免了主觀方法對(duì)分析結(jié)果造成的影響,確定項(xiàng)目的關(guān)鍵風(fēng)險(xiǎn)因素。最后,提出用電信息采集建設(shè)工程實(shí)施階段項(xiàng)目風(fēng)險(xiǎn)管理的應(yīng)對(duì)措施。根據(jù)閉環(huán)管理的理論建立監(jiān)控體系,采取相應(yīng)手段,達(dá)到風(fēng)險(xiǎn)監(jiān)控的目的。從而建立起有效的項(xiàng)目風(fēng)險(xiǎn)管理體系,解決用電信息采集建設(shè)工程項(xiàng)目管理之中存在的問題。
[Abstract]:Project risk management has gradually become an important part of project management in electric power engineering construction, but the level of project management in marketing major of power supply company is relatively low. With the increasing investment of power information collection and construction project, the importance of improving the risk management level of engineering project is becoming more and more important to ensure the normal production and operation of power supply company. While strengthening the conventional management, the theory and method of project risk management are applied to the project management of power information collection and construction, the risk prevention and control system of the project is constructed, and the risk identification and evaluation are carried out accurately. A targeted preventive measures to resolve the risk or to maximize the loss caused by it to control. In order to ensure the smooth implementation of the project to achieve the goal. Firstly, this paper introduces the background of the project risk management of power information collection and construction project and the domestic and foreign research status in the field of project risk management. And the power supply company project risk management model is analyzed. Secondly, according to the project risk management steps, respectively, the project risk identification, evaluation, analysis, response. Monitoring and other aspects of the theory were introduced and the corresponding methods were explained and compared, with emphasis on the Analytic hierarchy process (AHP) of the basic theory and application. Third. Taking the electrical information collection and construction project in which the author participates as the research object, the characteristics of the project are analyzed, and on this basis, the risk management theory is introduced to sort out and classify the risk systematically. Using the method of historical data analysis, brainstorming method to carry out risk identification, and using expert investigation method and analytic hierarchy process to analyze and evaluate the risk. Through the analytic hierarchy process to carry on the quantitative analysis to the subjective evaluation mathematics method, avoided the subjective method to the analysis result as far as possible the influence, determined the project key risk factor. Finally. The paper puts forward the corresponding measures of project risk management in the implementation stage of power information collection and construction project. According to the theory of closed-loop management, the monitoring system is established and the corresponding means are adopted. The purpose of risk monitoring is to establish an effective project risk management system and to solve the problems existing in the project management of power information collection and construction project.
