【摘要】：近些年來隨著我國國防事業(yè)的不斷發(fā)展和壯大,越來越多的軍工項(xiàng)目上馬建設(shè)。而軍工項(xiàng)目建設(shè)是武器裝備研發(fā)試制生產(chǎn)的重要基礎(chǔ),也是我國走向強(qiáng)軍富民的重要保證。為保證軍工建設(shè)項(xiàng)目的順利實(shí)施和交付,項(xiàng)目業(yè)主必須采取有效的項(xiàng)目管理模式。目前在H軍工集團(tuán)內(nèi)大部分的軍工建設(shè)項(xiàng)目采用工程總承包模式。盡管改革開放以來我國工程總承包項(xiàng)目管理工作有了很大的發(fā)展和進(jìn)步,但不少工程總承包方還是存在項(xiàng)目管理核心人才的匱乏,項(xiàng)目管理業(yè)務(wù)能力較差的情況,導(dǎo)致項(xiàng)目投資超概、工期延誤、質(zhì)量低下,不少項(xiàng)目效益低下。如何增強(qiáng)工程總承包方項(xiàng)目管理的水平和能力,提高項(xiàng)目的投資效益和效率,成為擺在廣大工程總承包企業(yè)管理者面前的一個(gè)亟待解決的課題。鑒于此,本文從工程總承包方的角度,以某軍工Z項(xiàng)目為研究對(duì)象,采用了從整體到部分再綜合的系統(tǒng)研究方法,對(duì)G設(shè)計(jì)院的工程總承包項(xiàng)目管理進(jìn)行了全過程的深入研究。首先,通過對(duì)項(xiàng)目和建設(shè)項(xiàng)目相關(guān)文獻(xiàn)綜述,為案例分析和研究奠定了一定的項(xiàng)目管理知識(shí)和理論基礎(chǔ)。然后,通過大量的資料調(diào)研,運(yùn)用現(xiàn)代項(xiàng)目管理的原理和方法,對(duì)某軍工Z項(xiàng)目的工程總承包項(xiàng)目管理進(jìn)行了系統(tǒng)的研究和分析,找出了案例項(xiàng)目管理中存在的問題,對(duì)這些問題進(jìn)行了深入剖析,指出了案例的癥結(jié)所在,并對(duì)后期工程項(xiàng)目進(jìn)行了針對(duì)性的項(xiàng)目管理設(shè)計(jì)。最后,指出了要取得建設(shè)項(xiàng)目成功、達(dá)到工程總承包方利益最大化的項(xiàng)目管理核心方法是“五控制”、“一系統(tǒng)”。
[Abstract]:In recent years, with the continuous development and expansion of national defense in China, more and more military projects have been built, which is an important basis for the development and trial production of weapons and equipment. It is also an important guarantee for our country to strengthen the army and enrich the people. In order to ensure the smooth implementation and delivery of military industrial construction projects. Project owners must adopt effective project management mode. At present, most of the military construction projects in H military industrial group adopt the general contracting mode of engineering. Although since the reform and opening up, the general contracting project management work in China has been carried out. Great development and progress. However, many general contractors still exist the lack of project management core talents, the poor project management business ability, resulting in the project investment, project delay, low quality. Many projects have low benefit. How to enhance the project management level and ability of the general contractor, and improve the investment efficiency and efficiency of the project. In view of this, this paper takes a military Z project as the research object from the point of view of the general contractor of the project. Adopting the system research method from the whole to the part, this paper makes a thorough study on the project management of G Design Institute. Firstly, through the literature review of the project and the construction project. For case analysis and research laid a certain knowledge and theoretical foundation of project management. Then, through a large number of data research, the use of modern project management principles and methods. This paper makes a systematic study and analysis on the general contracting project management of a certain military Z project, finds out the problems existing in the case project management, analyzes these problems in depth, and points out the crux of the case. Finally, the paper points out that the core method of project management to achieve the maximum benefit of the general contractor is "five control". "one system".
