巴基斯坦電力部門可持續(xù)發(fā)展環(huán)境影響評(píng)估

  電力部門在經(jīng)濟(jì)中的作用對(duì)于生產(chǎn)制造、產(chǎn)品消費(fèi)和服務(wù)至關(guān)重要。電力因其是所有可用能源中用途最廣泛的能源,成為促進(jìn)經(jīng)濟(jì)和社會(huì)增長(zhǎng)的最重要的基礎(chǔ)設(shè)施之一。人口擴(kuò)張、城市化、工業(yè)化和技術(shù)進(jìn)步提高了巴基斯坦的電力消耗。管理不善和戰(zhàn)略規(guī)劃執(zhí)行不當(dāng)均會(huì)降低電力部門的績(jī)效和功能。電力部門曾經(jīng)無(wú)法滿足日益增長(zhǎng)的電力需求,甚至導(dǎo)致持續(xù)的電力短缺,最終嚴(yán)重阻礙了巴基斯坦的經(jīng)濟(jì)增長(zhǎng)。因此,巴基斯坦在20世紀(jì)80年代后期將私營(yíng)部門的資源用于電力生產(chǎn),并實(shí)施了多種激勵(lì)措施。盡管進(jìn)行了一系列改革和結(jié)構(gòu)調(diào)整,電力行業(yè)依然慘淡。債務(wù)循環(huán)、能源成本高企、發(fā)電行業(yè)投入不足、發(fā)電能力利用不足和過(guò)度使用只是該行業(yè)面臨的眾多問(wèn)題中的一小部分。巴基斯坦60%以上的電力均來(lái)自不可再生資源,加劇了該國(guó)的經(jīng)濟(jì)和環(huán)境挑戰(zhàn);鹆Πl(fā)電的份額大和容量成本高是進(jìn)行綠色和廉價(jià)能源轉(zhuǎn)型的主要挑戰(zhàn)。本文研究了電力部門的問(wèn)題、績(jī)效和實(shí)現(xiàn)可持續(xù)發(fā)展的路徑。本文的第一部分回顧了巴基斯坦電力部門的現(xiàn)狀和2015年出臺(tái)的能源政策,進(jìn)而揭示巴基斯坦發(fā)電、輸電和配電部門的現(xiàn)有問(wèn)題。為此,本部分使用多維變量比較了2015年和2021年整個(gè)電力部門的狀況。巴基斯坦201...
